The City of Port Angeles has completed an important periodic update of the Comprehensive Plan. This plan is a long-term strategy that will outline our community’s vision, identity, and development strategies for the next 20 years. It will also guide decisions on key issues, such as:

  • Housing accessibility and equity;
  • Local economic development, business establishment and retention, and employment opportunities;
  • Future land use mapping and zoning practices;
  • Utility development and ongoing maintenance;
  • Park and recreation access;
  • Neighborhood services;
  • Environmental protection and climate resiliency; and
  • Transportation access and continuity

Planning for the Future

The recent periodic update of the Comprehensive Plan is the first step in a 20 year journey to enact as much of the vision for Port Angeles that we as a community are able. Next steps include:

  • A review of the City's Critical Areas Ordinance;
  • Development, zoning and building code updates; and
  • A review of the City's transportation standards and multimodal network

There are also annual reoccurring ways to participate in Community Planning efforts:

  • Annual update to the 6-year Capital Facilities Plan
  • Annual budget 
  • Annual review of the City's utility rates

On December 16, 2025 the City Council adopted Ordinances 3758, 3759, 3760 and 3761. These ordinances enacted the Vision 2045 Comprehensive Plan and its associated actions. See the below documents for further information.

The maps below were developed as part of the technical analysis and equity-focused background work for the Comprehensive Plan and Housing Action Plan. They helped identify growth capacity, critical areas, school catchments, development patterns, and displacement risk, and informed the adopted Future Land Use Map, Citywide Rezone, and related policies.

Land Capacity Analysis Map
A land capacity analysis map is a special kind of map that helps people understand how much land is available for future growth, like building homes, stores, or parks.
Critical Areas in Land Capacity Analysis Map
A critical areas land capacity map helps people understand how much land is available for future growth while accounting for wetlands, steep slopes, streams, and other critical areas that may be present on the parcel.
Neighborhood Elementary School Boundary Map
A neighborhood elementary school boundary map shows which areas or neighborhoods go to which elementary schools. School districts use it to divide up neighborhoods so each school knows which students will go there based on where they live.
Opportunity Atlas Map for Household Income
An Opportunity Atlas map for household income shows how the neighborhood where you grow up can affect how much money you might earn as an adult.
Race by Census Block Group Map
A Race by Census Block Group map shows the racial makeup of people living in different small areas, called census block groups.
Scoping Assets Buffer Maps
A Scoping Assets Buffer Map is used in planning to show how close certain important places (called assets) are to an area being studied.
Commercial Permits 2014 - 2024 Map
A Commercial Permits 2014–2024 Map shows where businesses or commercial buildings were approved to be built or remodeled over a 10-year period.
Commerce Displacement Risk Map for Port Angeles
The Commerce Displacement Risk Map for Port Angeles identifies areas where residents and businesses might be at risk of being displaced due to changes in the local economy, housing market, or infrastructure development.
Residential Permits 2014 - 2024 Map
The Residential Permits 2014–2024 Map for Port Angeles shows where new homes, apartments, and other residential buildings have been approved or constructed over the past decade, highlighting patterns of housing development and growth within the city.
Transportation Maps
Transportation maps show how people can travel around a city or area, including key streets, corridors, and different ways to get from place to place.
