On December 16, 2025, the City Council approved Port Angeles’ updated Comprehensive Plan (Vision 2045), concluding a multi-year planning and public engagement process.
The Comprehensive Plan serves as a long-range policy guide for land use, housing, economic development, parks and recreation, conservation, hazard mitigation, capital facilities, utility and transportation decisions through the year 2045. It includes the community’s preferences for growth and preservation, records important facts and context about current and future challenges, and provides tools and action steps to achieve the plan’s goals.
Among the key updates are a new community vision statement; revisions to the future land use map to encourage a more mixed-use approach; the creation of a “Hazard Mitigation and Climate Resiliency Element”; and a balanced focus on economic development through support for tourism and high wage jobs.
In addition to the Comprehensive Plan, the City Council also approved a Citywide Rezone and updated Housing Action Plan. Together, these supporting documents allow for greater access to jobs and housing of all types.
“The ‘Vision 2045’ Comprehensive Plan reflects a community united by a shared belief in a prosperous future. The plan recognizes and prepares for inevitable change and embraces growth thoughtfully and appropriately,” says Planning Supervisor Ben Braudrick. “By welcoming new neighbors, nurturing economic opportunity, and planning with intention, we choose to shape our inclusive future rather than waiting for it to arrive.”
Public engagement was a critical component of the planning process. For eighteen months, City staff conducted extensive outreach to gather feedback from residents, businesses and stakeholders. Engagement efforts included open houses, workshops, surveys, listening posts, public hearings and other events. These efforts generated more than 1,000 public comments on the draft plan, with a significant portion submitted through over 2,200 completed survey responses.

In 2045, Port Angeles is a thriving community that encompasses and entwines its natural landscapes, adopts sensible approaches to climate resiliency, and reverence for tribal heritage while acknowledging its broader history, including its forestry practices and maritime traditions. The City carefully balances progress and tradition, fostering a resilient economy, diverse housing options, and well-constructed and maintained infrastructure that serves local needs. Port Angeles remains rooted in its strong sense of community, ensuring public safety, enhancing quality of life, and promoting overall well-being, while creating a welcoming environment for visitors.
