[ARCHIVED] Neighborhood Sewer Rehabilitation Project Begins September 29

Project Overview 

The 2025 Neighborhood Sewer Rehabilitation Project, WW0918 in the Capital Facilities Plan, begins on Monday, September 29. This infrastructure improvement project will rehabilitate over 3,000 linear feet of sanitary sewer main.  The sewer main was installed along Francis Street more than 100 years ago and, over time, the clay, concrete and brick-lined pipes have lost structural integrity due to cracking, surface erosion and failed joints. If left untreated, groundwater can leak in, resulting in sinkholes and other serious problems.

As part of this project, crews will install Cured In Place Pipe (CIPP) Lining to restore the structural integrity of the sanitary sewer main and reduce groundwater infiltration.

What residents can expect:

Starting September 29, full block closures will take place on Francis Street, between 6th Street and Caroline Street. These blocks will temporarily close to vehicle traffic while work is underway:

  • 1st - 2nd  Street Block, Closed September 29-30 
  • 2nd - 3rd Street Block, Date to be announced 
  • 3rd - 4th Street Block, Date to be announced
  • Front - 1st Street Block, Date to be announced

Some partial closures will also occur on Francis Street during this project. During partial closures, traffic may be reduced to one lane, with flaggers onsite to direct commuters through the construction area. 

No closures on Front or First street are scheduled for this work.
