The City of Port Angeles invites community members to participate in the public process for the 2025 periodic update of its 20-year Comprehensive Plan. The Comprehensive Plan is a foundational document that outlines our community’s vision, identity, and development strategies for the next 20 years. It also explores how Port Angeles approaches solutions to complex and interconnected issues such as:
- Housing accessibility and equity;
- Local economic development, business establishment and retention, and employment opportunities;
- Future land use mapping and zoning practices;
- Park and recreation access;
- Neighborhood services;
- Environmental protection and climate resiliency; and
- Transportation access and continuity.
This project, called “Vision 2045,” is the City’s largest long-range planning effort in decades, and it cannot be successful without you! Your feedback will help us address population growth, enhance economic and environmental resilience, and ensure Port Angeles remains a great place to live, work, play, visit, and raise a family.
Upcoming Engagement Opportunities
Over the next six months, the City will continue its public engagement efforts by connecting with residents at various locations and events in Port Angeles. Information will also be presented during City board, commission and committee meetings. An overview of upcoming opportunities is listed below.
- June 2025 - Neighborhood Boundaries Activity: Community members are encouraged to participate in a short activity on local neighborhoods and neighborhood boundaries. A paper copy of this activity will be included as an insert in City utility bills. Alternatively, residents can complete this activity online.
- June 2025 - Communitywide Comprehensive Plan Survey: This online survey (open now through July 7) seeks public input on each Element of the Comprehensive Plan. Feedback will help to ensure the Comprehensive Plan Update reflects our community’s needs. The utility bill insert described above will include a QR code to this online survey.
- Thursday, June 12, 2025 - Comprehensive Plan Open House: City staff will present the first draft of the 2045 Comprehensive Plan Update, which utilizes the feedback we’ve received to date from outreach events, public and stakeholder meetings.
- Friday, June 13, 2025 - Community Neighborhood Tours: City staff will join stakeholders and community members in select neighborhoods for an open walking discussion.
- June through September 2025 - Pop-up Events: City staff will attend local events and the Port Angeles Farmers Market to engage with and educate community members.
- Tuesday, September 23 - City Council Work Session: City staff will present the Comprehensive Plan Periodic Update engagement process, and the drafts of the 2025 Comprehensive Plan, SEPA EIS, Critical Areas Ordinance, and Housing Action Plan.
- November 2025 - Planning Commission Public Hearing: Planning Commission will hold a public hearing for the drafts of the 2025 Comprehensive Plan, SEPA EIS Critical Areas Ordinance, Housing Action Plan and Citywide Rezone, and make a recommendation to City Council.
- December 2025 - City Council Decision: City Council adoption of the 2025 Comprehensive Plan, Critical Areas Ordinance, Housing Action Plan, and Citywide Rezone is expected in December 2025.
