Following an extensive recruitment process, the City of Port Angeles is pleased to announce that Calvin W. Goings has been appointed to serve as its first-ever Assistant City Manager and Director of Community Services. Goings has been tasked with facilitating organizational changes with the goal of strengthening community partnerships to support a thriving and inclusive Port Angeles.
In the weeks ahead, the Department of Community & Economic Development will transition to the Community Services Department to reflect its relationship building and community-oriented work. Assistant City Manager Goings will oversee the following divisions:
- Housing
- Information Technology
- Long-range Planning, Policy and Climate
- Permitting/Customer Service
He will also lead high profile and cross-departmental initiatives and, as needed, serve as Acting City Manager.

Goings brings to Port Angeles nearly 30 years of experience in administrative and executive leadership. Most recently, he served as Director of Facilities and Administrative Services (FAS) for the City of Seattle. There, he led a team of over 500 employees, while acting as a key policy advisor and member of Seattle’s Mayoral Cabinet. As Director, he oversaw the work of several divisions, from Customer Service and Consumer Protections to the design, building and management of all City structures. While in this position, he also supervised Seattle’s COVID-19 response, serving as Chief Executive Officer of the largest civilian-led mass vaccination site in the United States. Prior to FAS, Goings was Chief of Staff for Seattle’s City Light, the nation’s 10th largest public utility, where he worked to develop long-term operational plans for an agency of 1,900 employees and over 700,000 utility customers.
Previously, Goings led the U.S. Small Business Administration (SBA) in the Pacific Northwest, where he focused on the expansion of support to veteran-owned, women-owned, and minority-owned small businesses.
In the private sector, he led the statewide Washington Credit Union Foundation, supporting financial institutions as they engaged in economic empowerment within their communities.
Outside of work, Goings has continued his focus on inclusion and eliminating barriers through his service as a past member of the Board of Directors for the Greater Seattle Business Association, the nation’s largest LGBTQ Chamber. He has also volunteered on the Chancellor’s Advisory Council for the Seattle Community College system and as a mentor for the University of Washington’s MBA Program.

West. “I would like to express my gratitude to Interim Director of Community & Economic Development Norm Gollub for his great work.”
Interim Director Gollub will remain at the City through the end of April. He came out of retirement in July 2022 to help facilitate a smooth transition, overseeing daily operations and the onboarding of several new staff within the department. He has also supervised the development of key projects, including the Climate Resiliency Implementation Plan and the 2023 Pursuing Housing for All Project, an amendment process for the Port Angeles Municipal Code. The City thanks Interim Director Gollub for stepping in at a critical time and wishes him well as he returns to retirement later this spring.
