City of Port Angeles Vision 2045 Comprehensive Plan Periodic Update
Notice of Availability and Hearing on the Draft Comprehensive Plan, Citywide Rezone, and Draft Housing Action Plan
Notice is hereby provided that the Planning Commission will hold public hearings associated with three separate actions related to the Comprehensive Plan Periodic Update:
Version 2.0 of the Draft Comprehensive Plan (CPA 25-0004)
The City publicly released the first version of the draft comprehensive plan on May 31, 2025 and hosted a public workshop for the draft Plan on June 12th that was accompanied by a public survey. As of September 24, 2025 Version 2.0 of the draft plan is available and incorporates public feedback provided since the original release.

Proposed Citywide Rezone associated with the Comprehensive Plan Periodic Update (REZ 25-0153)
A citywide rezone is proposed to satisfy requirements of the Washington State Growth Management Act (RCW 36.70a) and the 2025 Periodic Update of the Comprehensive Plan.

Draft Housing Action Plan (CPA 25-0112)
The Housing Action Plan's first draft was made available to the public on August 8, 2025 . The Plan is being update in concurrence with the Vision 2045 Comprehensive Plan Periodic Update to ensure the plan responds to an associated land capacity analysis, housing needs assessment, and proposed update the goals and policies outlined in the Housing Element of the Comprehensive Plan.

Date and Location of Public Hearing/Open House
The Planning Commission will host a public hearing on Wednesday, October 22, 2025, 6:00 pm in the City Council Chambers of City Hall, 321 East 5th Street, Port Angeles, WA 98362. Hearing Participation
This hearing will be held in a hybrid meeting. The Audio Only and Live Hearing function and access to City Council Chambers a will be available 30 minutes prior to the meeting. If you are unable to attend the hearing, or unable to deliver audio public testimony during the public hearing as described above, you may submit written public comment. All written public comment must be postmarked prior to October 22, 2025.
