[ARCHIVED] City of Port Angeles Begins 8th Street Paving Project

City Project Information (General)

The City of Port Angeles, with contractor Titan Earthwork, LLC, has begun the 8th Street Paving Project. This work, listed as TR0119 in the Capital Facilities and Transportation Improvement Plan, will remove and replace the existing asphalt on 8th Street (between Lincoln and “A” Streets) and resurface the 8th Street Bridges to extend their service life. 

As part of this project, driving lanes will be reconfigured to include new bike lanes in both eastbound and westbound directions. New bike lanes will connect to existing bike lanes on Lincoln Street and the 8th Street Bridges, creating dedicated routes for cyclists. Additionally, pedestrian routes along 8th Street will be upgraded to meet current Americans with Disability Act (ADA) standards. Existing sidewalk curb ramps will be replaced throughout the project area. New Accessible Pedestrian Signal (APS) buttons will be installed at the intersection of Cherry and Pine Streets.

In 2024, the City conducted a community survey to gather input from residents and stakeholders. The feedback received helped guide the design process, leading to a compromise that provides dedicated bike lanes while preserving as much existing street parking as possible. 

The 8th Street Paving Project is supported by the Washington State Transportation Improvement Board (TIB). The TIB funds high priority projects that enhance the movement of people, goods, and services throughout the state. Of the 64 project applications submitted for consideration, the TIB selected 33 projects for funding through its Urban Arterial Program. The 8th Street Paving Project was chosen and has been awarded a grant of $1,674,761.00.

Traffic Impacts 

Typical project working hours are Monday through Thursday from 7 a.m. to 5 p.m. While we do our best to minimize impacts during construction, some temporary inconveniences may occur as work takes place. 

Installation of ADA curb ramps will begin on Monday, March 10. Work will be done one intersection at a time, starting with the north side of 8th and Laurel Streets, and moving west toward 8th and Cedar Streets. Once this segment is complete, construction will shift to the south side of the 8th and Cedar Street intersection and move east toward 8th and Laurel Streets (see map below). This work is expected to continue for approximately 40 working days. Partial closures of each intersection will occur while work takes place at that location. 

In mid-May, night closures of 8th Street are expected to take place and last approximately one week. Daytime closures of the 8th Street Bridges will follow in late May/early June, lasting for approximately one week. 

Please be careful when traveling through or near the work zone. Residents should drive slowly, be on the alert, and follow directions provided by traffic control personnel and signage.
