Capital Projects Inspector I/II/III
Under general supervision of the Capital Project Engineer, performs a variety of routine semi-skilled and technical construction inspection work for environmental, water, sewer, street, and other public works infrastructure. Assures compliance with Federal, State and local codes and standards and contractual provisions. The work also involves performing and/or assisting engineers and other professionals in a wide variety of design, engineering, data gathering, construction inspection, and development review. The placement in this job series is based on qualifications.
Primary Job Duties:
- Conduct field inspection of public works projects for compliance with contract plans and specifications, standards, permit/code requirements and city, state and federal requirements throughout the project.
- Inspects and approves construction and installation of street, curbs, gutter, sidewalk, storm drains, sewers, water and related utilities and structures as assigned.
- Inspects and assesses damage to public facilities as needed.
- Prepares and maintains a variety of construction records including daily reports, as-builts, and force account logs.
- Reviews plans and specifications for all types of construction projects to ensure compliance with construction codes and related ordinances.
- Responds to public inquiries from external and internal customers.
- Provides as-built engineering records and right of way information for use in the preparation of construction documents for both external and internal customers.
- Assists with the preparation and maintenance of accurate records of street, stormwater, water, and sanitary sewer system improvements for incorporation into the City’s mapping GIS database.
- Assists in the preparation of working drawings, plans, and estimates for sanitary sewers, storm sewers, water lines, street improvements, solid waste facilities, and other similar projects.
- Capital Project Inspector II/III performs construction management on public works construction projects.
- Computes and compiles survey data from field survey notes.
- Assists with field survey work related to data collection and construction staking.
Salary:
Capital Projects Inspector I: Range A16 $27.70 - $32.567/hour ($56,721.60 - $67,739.36 annually)
Capital Projects Inspector II: Range A20 $30.698 - $36.654/hour ($63,851.84 - $76,240.32 annually)
Capital Projects Inspector III: Range A24 $34.547 - $41.259/hour ($71,857.76 - $85,818.72 annually)

Capital Projects Inspector I:
Education:
Graduation from an accredited two (2) year college or university with an Associate’s Degree in an engineering, construction management, or related engineering discipline.
Experience:
- Entry level experience with an associate’s degree OR two (2) years of an equivalent combination of education
and progressively responsible experience in public works and utilities engineering work will be considered.
- Possession of or ability to obtain within 30 days of appointment, a valid Washington State driver’s license at the time of appointment, and a good driving record are required.
Capital Projects Inspector II:
Education:
Graduation from an accredited two (2) year college or university with an Associate’s Degree in an engineering, construction management, or related engineering discipline.
Experience:
- Three (3) years of progressively responsible experience in public works and utilities engineering work AND two (2) years of accredited college education. Or five (5) years of an equivalent combination of education and experience will be considered.
- Possession of a professional certificate in construction management or similar public works related credential is preferred.
- Possession of or ability to obtain within 30 days of appointment, a valid Washington State driver’s license, and a good driving record are required.
Capital Projects Inspector III:
Education:
Graduation from an accredited two (2) year college or university with a Associate’s Degree in an engineering, construction management, or related engineering discipline.
Experience:
- At least ten (10) years’ of progressively responsible experience in public works and utilities engineering work. An equivalent combination of education and experience will be considered.
- Possession of a professional certificate in construction management or similar public works related credential is preferred.
- Possession of or ability to obtain within 30 days of appointment, a valid Washington State driver’s license, and a good driving record are required.
The Ideal Candidate will Possess the following:
- Knowledge of engineering methods and techniques as applied to public works construction and maintenance projects.
- Knowledge of inspection requirements and materials/methods used in construction of public works infrastructure.
- Knowledge of city, county, state and federal regulatory codes and ordinances relative to public works.
- Knowledge of computer aided drafting techniques.
- Knowledge of computers and database, spreadsheet, word processing, graphics, and engineering software applications.
- Knowledge of real estate research issues associated with property ownership and easements.
- Ability to interpret and enforce policies and ordinances fairly and impartially.
- Ability to communicate with the public, general contractors and suppliers professionally and tactfully.
- Ability to manage stressful situations and resolve conflicts in a courteous manner.
- Ability to establish and maintain effective working relationships with fellow employees and the general public.
- Ability to use computer aided drafting, GIS database, word processing, and spreadsheet software applications.
- Ability to read and interpret civil engineering permits and act as departmental resource to coordinate the City’s permit review, issuance and construction process.
- Ability to interpret land descriptions with minimal supervision.
- Ability to research documents regarding property ownership, values, easements and assessments.
- Ability to interpret and make computations from field survey notes with minimal supervision.
- Ability to read, write, and comprehend English at a level necessary for efficient job performance.
