City Pier Railing Replacement PK0819
Project Overview
Over the last six years, the City of Port Angeles has been working to improve the infrastructure of the Port Angeles City Pier. Built in the 1970s, the City Pier has recently undergone various improvement projects, including the replacement of its Fire Suppression System, installation of new Transient Moorage Floats, inspection of the facility's pilings and an update to its load ratings.
Next in the Capital Facilities Plan/Transportation Improvement Plan (CFP/TIP) is the City Pier Railing Replacement Project (PK0819). This project includes the removal of the existing safety railing, which surrounds the majority of the City Pier facility, and the installation of a brand-new, 1,300 linear-foot pedestrian barrier.
The Parks & Recreation Department has had to replace various sections of the existing railing due to rust and rot. The new safety railing will require minimal maintenance. Made from hot-dipped galvanized (HDG) steel, the railing will be long-lasting, corrosion-resistant, and will not require paint.
This project is expected to be complete in June 2023.
For safety purposes, portions of the City Pier facility will be closed beginning February 2023. An anticipated timeline of the closures is listed below.

April 24, 2023: The City Pier Railing replacement is right on schedule and making great progress. A portion of the panel arrived and were installed on Monday, April 24, 2023 for Zone 2. The installation of these panels marks the completion of Zone 2.
The panels for Zone 3 (the area around Marine Life Center) are set to be delivered on Friday May 5th. The panels for Zone 1 (the area at the north end of the pier) will be delivered the week of May 15th. The installation of the panels for Zone 3 & 1 should take approximately a few days.
March 8, 2023: Great progress is being made, with corner design pieces being placed!
February 28, 2023: Temporary fencing has been placed at the City Pier in Zones 1 and 2 in preparation for removal of the old railing.
February 3, 2023: Construction has been delayed due to material procurement challenges. The work is now set to begin February 20, 2023.
Funding
A contract for the work was awarded to Neely Construction in the amount of $438,464.00, following City Council approval in November 2022.
