Nature of Work:

Under direction of the Division Superintendent, plans, coordinates, organizes, and performs the operational activities of the Solid Waste Division’s collection program. Work activities include the collection of both refuse and recycling and coordinating the activities of the collection program for the City of Port Angeles. Participates in the division activities and maintenance of computerized billing for Solid Waste.

Salary:  $57,326.88 - $68,448.64 annually ($27.561 - $32.908 per hour). Excellent benefits include longevity pay after completion of 5 years, medical, dental and vision coverage for employee and dependents, life insurance, long-term disability insurance, vacation/sick leave accrual, PERS retirement and deferred compensation plans. Employee shares 12.5% of the medical premium. Position is represented by AFSCME Local 1619.

Essential Job Functions:

(Essential job functions are those functions that the individual holding the position must be able to perform unaided or with the assistance of reasonable accommodation.) The following duties are not inclusive of all duties and the incumbent performs other related duties as required. 

  1. Coordinates, schedules, and assigns the work and training of assigned staff, assuring sufficient levels of qualified employees are available to accomplish route collections.
  2. Prepares applications for federal and state grant offers and monitors grant contracts.
  3. Conducts periodic route review, using industry principals and analysis to ensure that collection routes are properly sized, laid out and scheduled; tracks new residential optional service changes and assigns fieldwork as necessary.
  4. Ensures accuracy and makes changes to solid waste collection and recycling accounts through the City billing system; works directly with Finance staff to resolve any issues regarding customer billing. 
  5. Assist customers in determining service levels based on refuse volumes. 
  6. Ensures safety precautions, procedures, and regulations are followed in various work activities and instructs subordinates.
  7. Coordinates with the Recreation Division in planning and providing services for special events.
  8. Investigates and resolves customer inquiries, complaints, and assists in responding to claims of damage.
  9. Utilizes various software programs to create and manage work orders, input data and generate reports as needed. 
  10. Ensures collection equipment is properly maintained. Coordinates with Equipment Services to schedule equipment repair and maintenance.
  11. Provides input for development of division budget, equipment and materials selection, and maintenance and operations programs. 
  12. Develops materials such as newsletters, brochures, etc. regarding program activities.
  13. Prepares written and verbal reports on various assigned projects and activities.


May fill in on collection’s routes as assigned. 

May attend meetings for special events and meetings related to the collection program. 

Physical Demands: 

Work is performed in all weather conditions and is heavy physical labor requiring bending, stooping and lifting of heavy objects.
