UTILITY PAYMENT OPTIONS

  • Budgeting
    Credit Cards
    You can pay your utility bill at City Hall with Discover, Visa or Master Card. On line payments will accept Visa or Master Card.
  • U.S. Mail
    Mail your payment in the return envelope that is included with your monthly bill.
  • Drop Box
    A drop box is located in front of City Hall and at Grandview Grocery on the corner of 8th & "C" Streets. Your payment can be dropped there at any time. Please do not place cash in a drop box.
  • City Hall
    You may also bring your payment to the Collection Window in City Hall, at 321 East 5th Street during regular business hours. A drop box is also available inside the lobby area.

PAYMENT PROGRAMS

BUDGET PAYMENT PROGRAM
Since most residents use electric heat, utility bills can vary substantially from month to month. In order to avoid this volatility, the City offers a program featuring a "budget payment" plan where your monthly bill is based on an annual billing history, and the amount is adjusted once a year to accurately reflect your usage.

Your meter is still read each month and you are still supplied with consumption information but the bill amount remains constant. All residential customers are eligible for this program.

"PASS THE BUCK "
"Pass the Buck" is a community-based, voluntary program designed to let neighbors help low-income City residents with their utility bills. Just one dollar added to your monthly utility payment can keep lights on for others who are less fortunate. Donors may elect to make a one-time donation, or designate a certain amount be donated to the program every month.

Pass the Buck and help anotherOlympic Community Action Program (OCAP) is a non-profit agency providing help to people who have encountered unexpected circumstances and suddenly find themselves in need of help during difficult times. Neither the City of Port Angeles nor OCAP deduct any administrative costs; 100% of the contributions are given directly to Olympic Community Action Council. Check with your tax advisor to see if donations are tax deductible.

The Olympic Community Action Council handles all monies donated and they will determine eligibility and assist recipients through a screening process. The City of Port Angeles does monitor the program to determine that funds are administered.

You must make an appointment with Olympic Community Action Council to be considered for one of their programs. This is not done by the City.

LOW INCOME UTILITY DISCOUNT
NEW FOR 2013 - Qualifying citizens can get a discount on the electric portion of their utility bill under this program. The discount is based on income and the number of people in the household.

Eligibility requirements are:

  • Verification of Low Income. Must have a combined quarterly income of $3,375.00, OR LESS, during the three (3) months prior to application.
  • Must be a resident of the City of Port Angeles and receive utility services from the City.
  • Must be willing to conserve and do as much weatherization as possible, if not already done.
  • Property owners agree to participate in available energy conservation programs of the City that are available at no charge.
  • Must verify income and attach copies.
  • Must agree to renew application by providing proof of income every six (6) months.

NOTE - FUNDING IS LIMITED
Discounts will not be guaranteed for the entire
year. Total funding available for the program is set every year in the City's budget. When the total is reached, the program will end for all customers for the rest of the calendar year.

MEDICAID ELIGIBLE, IN HOME - CARE MEDIC 1 EXEMPTION
In 2005, the State Legislature reaffirmed the City's ability to operate and fund an ambulance utility. In addition, the Legislature provided statutory guidance in setting the City's ambulance utility rates.

Medic 1 Included in this guidance, is a provision that provides a fee exemption for those utility customers who receive in-home care services and who are on Medicaid or are Medicaid eligible.

The City of Port Angeles has adopted an ambulance (Medic I) fee exemption program that provides its eligible customers with an exemption of their Medic I monthly utility charge.

Sometimes there are setbacks and although intentions are good, paying for utilities is a real struggle. There are many community programs and organizations which may be able to help you if you are going through some hard times and don’t know how the utility bill will be paid.
