UTILITY INFORMATION CENTER As a full service city we provide the community with electricity, conservation programs, garbage collection, recycling, wastewater (sewer), stormwater services, and water at very competitive rates and in compliance with all State and Federal standards.
Utility bills are sent out every month to approximately 10,600 households and businesses. The billing cycles vary, so the date your payment is due could be different from your neighbors'. On the first bill there is a $25.00 service charge for electric and water connection. This is a one-time connect charge.
City meter readers use hand-held microcomputers to record your meter readings. These devices directly feed the information into the City's central computer, eliminating an extra step in preparing your bill and making meter reading faster and more accurate.
They also store information about a meter location - how to access the meter, if there are pets on the property to be aware of, and if there is a day sleeper at the home.

The utility bill includes charges for electricity, water, sewer (called wastewater), garbage collection (solid waste) and emergency medical services (medic one). The bill shows the electricity and water consumption for the billing period and compares it to your consumption for the same period the previous year.
Storm water utility charges are charged separately in your annual property tax statement from Clallam County. The monthly stormwater utility charge for each single-family and duplex residential property is $9.00. Effective January 6, 2014, the monthly charge will be $12.00. For commerical/multiple property the rate is calculated by dividing the total impervious area in square feet by 4,000 square feet, time the single-family duplex residential fee. The minimum fee for commercial/multiple property shall not be less than the fee for a single-family dwelling, and the maximum shall be not more than ten times the monthly fee for a single-family dwelling.
HARBOR STUDY MANDATE January 2013 - The State of Washington has mandated that the City of Port Angeles, the Port of Port Angeles, Nippon Mill, and Rayonier perform a study to determine how much each entity has contributed to the pollution inside the Port Angeles Harbor. Each entity has hired its own consultants that are working together to make this determination.
The City has put this charge on customer utility accounts to pay for this review. Our contribution to the pollution in Port Angeles Harbor is most likely the result of sewer and storm water run-off, so the charge has been included in your wastewater charges. The City estimates that this charge will be in effect for 30 months.
After it is determined what percentage each of the four entities have contributed to the pollution, then each entity will be required to pay that percentage for the cleanup of the harbor. The City is appealing to the State for financial assistance to help pay for whatever costs that may be involved for its responsibility for the cleanup.
The science involved with this required approach is costly and is estimated at $1.2 million over a three-year period. The Washington State Department of Ecology has submitted a request to the State for a grant of $400,000 for the City of Port Angeles to go towards the Harbor Sediments Study. Should this grant make it through the State budget process, the City intends to utilize those funds to relieve citizens of a portion of current and future costs for the Harbor Study.
Depending on how much the cost is and how much the State will assist us with, there may be an amount that is required by the City to pay for the cleanup of the harbor. In the future you may see that cost on your utility bill.

National and Regional Bill Comparisons
Direct bill comparisons are difficult because of differing tax structures and usage levels for the various utilities. Consumption levels tend to be higher where utility rates are lower and vice versa. Another complicating factor is the absence of natural gas in Port Angeles, which increases electrical usage for water and space heating.
The bottom line is that the cost of utility services in the Northwest is low compared to the rest of the country and that Port Angeles Utilities are below the average for the state and the region.
NSF Check Charges
A $40.00 charge on all checks returned from your bank.
REFUND POLICY
The City of Port Angeles has two different types of refunds on utility accounts:
1. Refund due to services being terminated on final utility accounts.
These refunds are system generated and a check will be produced within 15 working days.
2. Refund due to an overpayment on an active utility account.
Refunds on overpayments are not made automatically. Generally, if an overpayment occurs it will be applied to the next bill. At the customer’s request, a refund check will be processed within 15 working days or a credit will be applied to the customer’s credit card.
In case of dispute, the key to speeding up the refund is having proof of payment. Proof of payment may be required by furnishing one of the following:
Copy of front and back of cancelled check(s)
Copy of register receipt from cashier.
If another party paid the utilities (such as a builder, a prior or subsequent owner, title company, leaseholder, mortgage company or someone who owns part of the same property), you may be asked for proof of identification in order to receive a refund.The customer may mail or bring completed documents to the City office and include your Social Security Number.
