Watering the Flower Baskets at the Vern Burton Memorial Community CenterOur responsibility is to provide the City of Port Angeles with electricity, water, wastewater treatment, stormwater and solid waste services - as well as maintaining city streets, and sidewalks.

We also provide citywide engineering support, power management and servicing of the City's vehicle fleet.

INDUSTRIAL WASTEWATER PRETREATMENT PROGRAM
Posted February 16, 2010 - The City's Wastewater Utility is required by the Washington State Department of Ecology (DOE) to update its industrial pretreatment program to comply with our Industrial National Pollutant Discharge Elimination System (NPDES) permit, and to comply with Environmental Protection Agency standards.

In addition to revising the Port Angeles municipal code, the updated program will specifically address the management of septic waste and the accumulation of grease in the sanitary sewer system.........Click


NEW WATER TREATMENT PLANT BEGINS OPERATION
February 10, 2010 - The City of Port Angeles has received approval from the Washington State Department of Health to place the newly constructed $30,000,000 water treatment plant by the National Park Service into operation.

Full production will commence on Thursday, February 11, 2010. The water will meet all requirements of the Washington State Department of Health.


RECYCLING VISITS NEAH BAY ELEMENTARY STUDENTS
December 9, 2009
Helen Freilich, Waste Reduction Specialist for the City of Port Angeles, made a special trip to Neah Bay, Washington to spend the day with Neah Bay Elementary School students.

Freilich gave six classroom presentations about waste reduction to about 150 students and used the example of a school lunch bag as a way to educate the students about alternate ways to reduce waste.

Steve Pendleton of the Makah Environmental Division introduced her to each class and Prinicipal Alice Murner provided each student with a polypropylene shopping bag.

CATCH BASIN MAINTENANCE - How You Can Help
Storm Drain Melting snow and heavy rainstorms can rapidly lead to sand, leaves, and debris covering catch basins and blocking the flow of stormwater, resulting in flooding on streets and/or nearby driveways.

Residents can help by removing debris off of catch basin grates at street corners in their neighborhood. Any assistance the citizens of Port Angeles can provide in keeping catch basins open and free of debris during storm events will be very much appreciated.

“GARDEN GLORY COMPOST” RECOGNIZED IN BIOSOLIDS MANAGEMENT AWARD
October 14, 2009 - The City of Port Angeles Solid Waste Division has been recognized as a runner-up in the 2009 Excellence in Biosolids Management Award for their promotion of “Garden Glory Compost”. The awards were announced recently at the Northwest Biosolids Management Association annual conference.

This award recognizes significant contributions in the development and implementation of cost-effective and environmentally beneficial biosolids management programs and practices. A wide range of activities are considered including operating projects (all sizes); technology development activities; research projects and public involvement and marketing programs.

The City's Solid Waste Division began selling “Class A” co-compost in 2007 and sales have increased five-fold since its introduction. “Garden Glory Compost” is 25% biosolids and 75% yard waste and screened to 0.5 inch. The Regional Transfer Station annually produces 3000 to 4000 cubic yards. Finished compost is sold at $20 per cubic yard with discounts to bulk buyers.

UTILITY RATE STUDY PRESENTATION
City Council held the first public hearing on Utility Retail Rates and Fees on October 6, 2009. The second public hearing is scheduled for October 20, 2009 at 7:00 p.m., or shortly thereafter.

Below is the presentation from that meeting that includes a analysis of the Electric, Water, Wastewater, Solid Waste Collection and Transfer Station utilities.

The presentation includes proposed rate and fee adjustments, which are necessary at this time to maintain the funds ina financially prudent position.

BPA - Tier 2 POWER SUPPLY NEEDS
Choices must be made to ensure a reliable low-cost energy. By November 1, 2009, the City is responsible for choosing how to provide for its future energy growth. New resources and technology, and additional conservation are needed.

We have reached a fork in the road - and a decision to make.

The choices made must ensure a reliable, low-cost energy supply. The City will need to decide on whether to continue reliance on BPA, or diversify from BPA.

Work ahead areaEASTERN URBAN GROWTH AREA SEWER MAIN PROJECT COMPLETED AND UNDER BUDGET

August 13, 2009 - The Eastern Urban Growth Area (EUGA) of Port Angeles is the unincorporated area east of the Port Angeles City limits from Del Guzzi Drive east to Morse Creek.

Realizing that providing basic sewer infrastructure into the EUGA would provide economic and environmental health benefits to both City and County residents, the City of Port Angeles and Clallam County worked in partnership to extend sanitary sewer services to properties located in the vicinity.

Extending the City's sanitary sewer system into the EUGA had been considered for over 20 years. The sewer system will enable commercial and residential property owners to realize the full economic potential of their property, while also resolving the environmental concerns of failing septic systems.

Development potential was previously severely limited because space was needed to provide room for a septic tanks and drainfields. Environmental concerns from old and failing septic systems along critical areas, rivers, and other drainages, made it wise to plan and provide sewer service into this area......Click here

Utility Advisory Committee
The Utility Advisory Committee (UAC) gives advisory recommendations to the City Council on matters relating to City utility policy and operation.

The Utility Advisory Committee is comprised of three City Council members, one industrial representative, and one community representative. The members are appointed to four-year terms, with a limit of two consecutive terms. Members shall be residents of the City, except the member representing the licensed care facilities need not be a City resident but must own or manage a licensed care facility in the City. The Utility Advisory Committee meets the second Tuesday of each month, at 3:00 p.m., in City Hall.

NEW POWER POLES ON EDIZ HOOK REDUCE MAINTENANCE COSTS
and PROTECT ENVIRONMENT

January 29, 2009 - City of Port Angeles Light Operations crews in coordination with the City Archaeologist Derek Beery; Lower Elwha Tribe Archaeologist, Bill White; and Lower Elwha Tribe Cultural Monitor, Mark Charles replaced several rotten wooden distribution power poles on Ediz Hook with new fiberglass poles.

The long life span of these new fiberglass poles will prevent this ecologically sensitive area from being disturbed again for replacements for several decades. The new pole design is aesthetically pleasing, durable to harsh weather conditions, and provides improved safety for utility crews to install and access.

Fiberglass poles are significantly lighter and stronger than traditional wooden poles and are relatively maintenance free and resistant to corrosion, acids, water, fire, temperature changes, micro-organisms, insects, and birds - thereby reducing maintenance costs.

This project is an excellent example of inter-agency cooperation resulting in the improvement of service to the public, cost cutting and protection of our natural environment.

CITY's LINEMAN RODEO TEAMS BRINGS HOME 2nd & 3rd PLACE!
City's Lineman TeamThe City of Port Angeles Light Operations Division Lineman Rodeo team competed in the 4th Annual Andrew York Memorial Lineman Rodeo in Wenatchee, Washington on June 21 and 22.

The event was held in Walla Walla Point Park with 25 teams and 50 apprentices participating. Linemen from around the Northwest tested their skills in team and apprentice lineman categories on a 45-foot high utility pole.

The City's team took second place in the Hurt Man Rescue event, which is one of the premiere events at the rodeo. The team also placed third in the Speed Relay event. Representing the City of Port Angeles was Journeymen Richard Hixson, Brent Robinson and Brian Wahto; and Apprentice Greg McCabe.

Participants are judged for safety, work practices, neatness and ability, equipment handling and timely completion of the event. This is the first year that the City has participated in the event.

Linemen from around the Northwest tested their skills in team and apprentice lineman categories on a 45-foot high utility pole. Apprentice events included the hurt man rescue, speed climb, fuse change out, and a written exam.

Team events included the hurt man rescue, speed climb relay, primary insulator change out and transformer change out. Participants are judged for safety, work practices, neatness and ability, equipment handling and timely completion of the event. The City's team has been practicing three days a week.

The Andrew York Memorial Benefit is dedicated to increasing public education about the tragedies caused by impaired driving. The goal is to raise public awareness about the senseless deaths and injuries caused by impaired driving and to remind drivers to utilize safe driving practices, such as wearing seatbelts. On July 25, 2000, Andrew York was struck by a drunk driver while working in Sunnyslope as a Lineman for Chelan County PUD.

The City's team participated in recent electrical awareness seminars at local elementary schools in Port Angeles with demonstrations of electrical trade equipment and training procedures and will be a participant in this year's 4th of July parade in Port Angeles. The team will also be performing safety demonstrations, along with the hurt man rescue, at the Clallam County Fair.

DRAFT STORMWATER MANAGEMENT PROGRAM
CoverThe City's draft Stormwater Management Program (SWMP) will be updated and submitted to the Department of Ecology annually as required. Electronic copies of updates will be available on the City's stormwater web page. Updates for each calendar year will be submitted by March 31 of the following year.

The SWMP is a draft document and shall not be considered fully developed until so designated by the City. Many of the activities described in the SWMP are planned activities, and their inclusion in this document does not guarantee that they will be implemented as described.

The Permit deadline for final SWMP development is August 19, 2011......Click for more information

This seminar offered information to local contractors, consultants and suppliers to explain the proper procedures to be considered for providing services such as:

Building trades, roads, landscaping services, traffic signal installation, facility maintenance and repair, tree trimming and removal, utility repair and installation (communication, electrical, sanitary, storm drain, drainage, fencing, concrete, water) and others.

DOWNTOWN WATER MAIN PROJECT
The Downtown Water Main is the third phase of replacing water mains and sidewalks in the downtown area. Completion of this phase brought the entire downtown area to a service level that meets current fire flow standards.

This product is a mixture of yard waste and biosolids composted at the Composting Facility. Yard waste includes grass, leaves, branches, and other yard debris from residences and commercial activities in Clallam County. Biosolids come from the treatment of wastewater at the City Wastewater Treatment Plant.

The City expects to produces approximately 3000 cubic yards of compost each year. These biosolids are treated and strictly monitored in accordance with regulatory requirements. Important Information About Your Drinking Water
Our Water System Does Not Meet Treatment Requirements

Water dropThe source for the City's water comes from a well on the Elwha River. The Washington State Department of Health has re-designated that source from a "protected ground water source" to a "groundwater under the direct influence of surface water" source.

Your Water Has Not Changed
It is the exact same water you have been receiving for years.

Since the designation of the City's water source has changed, our current treatment of your drinking water does not meet the State's requirements. To meet State requirements will require the City to construct additional treatment facilities.

You Do Not Need to Boil Your Water
or take other corrective actions.
However, if you have specific health concerns, consult your doctor.
Please see the flyer for more medical information.

This re-designation does not require that you take immediate action. If it did, you would have been notified immediately. We do not know of any cases of contamination or water-related illnesses and results of ongoing bacterial water quality tests do not indicate a problem occurring.......Click for more information

Time-Of-Use graphicSMART METERING & TIME-OF-USE RATE
By shifting your energy use from heavy load hours, called KWHH, (Monday through Saturday from 6am to 10pm) to light load hours, called KWHL, (Monday through Saturday from 10pm to 6am and all day Sunday) you can reduce your energy costs.

Smart Metering
A typical meter records energy use and keeps track of total energy use, but does not record which day or what time of day the energy was consumed.

Regional Transfer Station
Ribbon cutting ceremonyThe Regional Transfer Station is now operated by Waste Connections, Inc. under contract with the City of Port Angeles. A ribbon cutting ceremony was held.

Pictured left to right are: Jim Jones - County Administrator, Steve Tharinger - County Commissioner, Mark Madsen - City Manager, Karen Rogers - Mayor, and Eddie Westmoreland - Division Vice President for Waste Connections.

The station handles 175 tons of municipal waste per day from both the City of Port Angeles and Clallam County. Waste from outside of Clallam County is not accepted.

The transfer station is located near the airport at 3501 West 18th Street and is open 9am to 5pm, Monday through Saturday. It is closed on Sunday and all legal holidays.

City of Port Angeles and Clallam County PUD Reach Water Agreement
The City of Port Angeles and the Clallam County Public Utility District have reached agreement on a 30-year minimum term wholesale water contract.

City of Port Angeles LogoCitizens between the City of Port Angeles eastern boundary and the west bank of Morse Creek will benefit by receiving high quality drinking water that meets Washington State Department of Health and US Environmental Protection standards.

Mayor Karen Rogers, said, “When agencies work together - everyone benefits as an inclusive community. As stewards, good policies and partnerships result in a community where the public's interests and needs come first.”

Ted Simpson, PUD Board of Commissioners' President, added, “ This long-term contract serves the people well. They are the ones who really benefit. ”

The agreement brings certainty to both organizations and provides for the area's water needs for a minimum of the next 30 years. A key provision of the agreement requires the construction of a reservoir for meeting current and future water flows for fighting fires. It also provides for the orderly transfer of facilities when City boundaries are changed.


Drinking Water Important Notice Regarding Water Fluoridation
Fluoridation of the City's water supply started on May 18th. After that date, anyone who drinks water provided by the City of Port Angeles will be receiving fluoridated water.

City and County Work Cooperatively Towards Phased EUGA Annexation

Second Interlocal Agreement Approved For Sewer Extension

City of Port Angeles logoClallam County LogoIn continuation of the cooperation between the City of Port Angeles and Clallam County, a second inter-local agreement was authorized by the Port Angeles City Council at their December 20, 2005 meeting.

This second agreement provides for the cooperative planning and engineering for the extension of City wastewater collection and treatment services to the City's Eastern Urban Growth Area (EUGA).

Clallam County will fully fund the development of a financing plan for extension of the City's wastewater collection and treatment services into the EUGA. The goal is to have functional wastewater collection and treatment services extended into the EUGA in 2007.

At the December 20th meeting both County Commissioner Mike Chapman and County Administrator Dan Engelbertson spoke in strong support of this agreement and praised both City and County staffs for working so well together in this project that greatly benefit both the City and the County.

Clallam County LogoCity of Port Angeles logoIn continuation of the cooperation initiated by the Western Urban Growth Area (WUGA) between the City of Port Angeles and Clallam County, an interlocal cooperation agreement involving the Eastern Urban Growth Area (EUGA) the City Council at its November 1, 2005 meeting authorized the Mayor to sign this agreement.

This interlocal agreement establishes a cooperative method for phased annexations of the EUGA. It is designed to promote the best interests, health, safety and welfare of both City and County residents in the area, and to protect the environment.

Map of EUGAUnder the Agreement, the City will not accept an annexation within the EUGA prior to 2015, unless an area of annexation is necessary due to public safety or health concern.

This Agreement was patterned after the successful cooperation between the City and the County in dealing with the Western UGA annexation earlier this year.

The agreement also acknowledges that other issues remain pertaining to the orderly growth and development of the EUGA. Some of those include extension of the City waste water and utility services into the area, revenue sharing between the City and County, and coordinated planning for development in the EUGA. The City and County pledge to work through those issues. They will be resolved in a step-by-step process through subsequent cooperative agreements.

Both the City and the County are committed to working towards cooperative and mutual benefits for businesses and citizens of the area.

The agreement will encourage responsible economic development in the EUGA. And, while recognizing the need to plan for growth in the EUGA, the City remains committed to fostering and enhancing the health and vitality of businesses inside the city.
