UPDATE MISSING / ENDANGERED PERSON FOUND
February 3, 2012 at 4:25 p.m. - Larry R. Loucks, age 58, was found today in response to a property owner's 9-1-1 call of a man inside their vacant residence. Detectives were only a few blocks away conducting an area search for the man when the call came into the Police Dispatch Center
Port Angeles Police detectives and officers from the patrol shift entered the residence to find Mr. Loucks. He claimed to have been staying in the detached garage of the residence for several days. He said he had not had anything to eat or drink in that time. Mr. Loucks was taken to Olympic Medical Center for evaluation of his health needs.

Larry Ray Loucks was last seen at this residence at 1221 East Caroline Street in Port Angeles, Washington on January 31, 2012 at 2:30 p.m. Officers conducted a welfare check at the residence on February 2, 2012 at 8:30 p.m. and found all of Loucks' possessions, including his wallet, cellular phone, and house keys within Loucks' bedroom.
His vehicle was also accounted for and was parked outside the residence. Loucks' prized dog, a Bassett hound, was also accounted for and found in the residence.
According to relatives, Loucks had been depressed. He had been diagnosed with mental health problems and had not seen his primary mental health provider since November 10, 2011.
Loucks was last seen wearing a blue sweatshirt and blue jeans. Loucks is in his late 50s, is 5 foot 7 inches tall, weighs 175 pounds, with brown hair and hazel eyes.

HEROIN DEALER ARRESTED IN PORT ANGELES Ralph Omer Needham, age 37 of Port Angeles, was arrested at a residence in the 200 block of W. 2nd on Thursday, February 2, 2012, by Port Angeles Police Officers.
The arrest was a result of probable cause developed by the Olympic Peninsula Narcotics Enforcement Team (OPNET) in an investigation during the summer of 2011. OPNET purchased heroin from Needham on at least three occasions. All of the purchases occurred near a school bus stop.
Needham was booked into the Clallam County Jail for Delivery of a Controlled Substance. Needham's case is being reviewed by the Clallam County Prosecutor for charges of Heroin Delivery and Delivery of a Controlled Substance within 1000 feet of a School Bus Stop.
"This arrest is one very small part of a much larger ongoing investigation."

HEROIN DEALER CHARGED Cheryl A. King, age 51, of Port Angeles was charged with 4 counts of Delivery of Heroin, Delivery of a Controlled Substance within 1000 Feet of a Designated School Bus Stop, Unlawful Use of a Building for Drug Purposes, and Possession of Heroin in Clallam County Superior Court on January 13, 2012.
King was arrested at her home in the 1300 block of East 1st Street on January 12 when detectives from the Olympic Peninsula Narcotics Enforcement Team, OPNET, executed a search warrant at King's home. Another woman was also arrested during the incident. Two additional women were detained and released. Officers from the Clallam County Sheriff's Office, Port Angeles Police Department, and Sequim Police Department also assisted with the service of the search warrant.
The case began in the summer of 2011 when OPNET purchased heroin from King on at least four separate occasions. "King's case is just one example of the increase in heroin related crimes that we noticed in our community last summer."
METHAMPHETAMINE DEALER CHARGED
Darren J. Samples, age 44 of Port Angeles, was charged in Clallam County Superior Court with 3 Counts of Delivery of Methamphetamine, Delivery of a Controlled Substance within 1000 feet of a School Bus Stop, Unlawful Use of a Building for Drug Purposes, Possession of Methamphetamine, and Possession of Over 40 Grams of Marijuana, on January 6th 2012.
On January 5, 2012, was arrested during the execution of a search warrant at his apartment in Port Angeles. Detectives of the Olympic Peninsula Narcotics Enforcement Team (OPNET); along with Detectives from the Port Angeles Police Department and Sequim Police Department, and Deputies from the Clallam County Sheriff's Office executed a search warrant at an apartment in the 200 Block of North Liberty Street. Shortly after his arrest Samples was booked into the Clallam County Jail on several drug charges including Delivery of a Controlled Substance within 1000 feet of a School Zone.
This case began during the summer of 2011. OPNET purchased methamphetamine from Samples on multiple occasions. After reviewing an affidavit, a Superior Court Judge found probable cause to authorize detectives to search Samples' home. During the search additional evidence was located and seized, including drugs, cash, and a motor vehicle.
This case is of particular concern because of the very close proximity of two school bus stops to Mr. Samples' apartment.

K-9 LOCATES ROBBERY SUSPECTS On January 24, 2012, at approximately 5:00 PM Port Angeles Police Officers responded to a reported strong-arm robbery at a motel near Front and Washington Street. Upon arrival officers found an injured victim who reported that two subjects secured him with duct-tape, robbed him at gunpoint and then fled southbound. With the assistance of the Clallam County Sheriff's Dept, the US Border Patrol, the Washington State Patrol, and the Lower Elwha Tribal Police, containment was established in an area up to 5 th and Race Streets. PAPD Corporal Kevin Miller and K-9 Jag began a “K-9 track” from the reported robbery scene.
The K-9 track led eight blocks south and to an apartment complex near 5 th and Francis Streets. Officers secured the area around the apartment complex as they searched for the suspects. Officers also had an excellent description of the two male suspects. Through the help of persons at the complex they were able to determine that two persons matching the description had been seen at a particular apartment. The occupant of the apartment eventually gave Clallam County Sheriff's Department investigators permission to enter and search for the suspects. Both subjects were subsequently located.
The victim positively identified both suspects. Charles L. Pitchford, Jr. (22 yrs old) and Joseph E. Elliot, Jr. (22 years old) were booked into the Clallam County on felony charges of armed robbery in the first degree. Both listed their addresses as “homeless”. The victim suffered lacerations to the head and reportedly refused medical treatment by EMS personnel. Officers secured and executed a search warrant on an apartment and recovered some physical evidence. Additional physical evidence was recovered at the crime scene and the investigation continues today.

NEW OFFICER SWORN IN Police Chief Terry Gallagher administered the oath of office to the Department's newest officer, Bruce A. Fernie during a brief ceremony on January 17, 2012, which included his family and other PAPD staff and officers.
Beginning in February, Officer Fernie will attend the 18 week Basic Law Enforcement Academy (BLEA), in Burien. Following the academy, he will spend approximately 12 weeks in the field training and evaluation program and will be assigned to at least three field-training officers during that period.
Officer Fernie is a 2011 graduate of the University of Washington and has a Bachelor of Arts degree in Criminal Justice. While currently a resident of Kitsap County, his family has long time ties to Clallam County with his father a graduate of Sequim High School and grandparents residing in rural Clallam County.

PORT ANGELES POLICE DEPARTMENT ANNOUNCES PROMOTION The Port Angeles Police Department is proud to announce the promotion of Detective Corporal Jason Viada to the rank of Detective Sergeant.
Detective Sergeant Viada was sworn in by Police Chief Terry Gallagher during a brief ceremony attended by his family and fellow officers on January 9, 2012.

Detective Sergeant Viada has been with the Port Angeles Police Department since 1994 and obtained his Master's Degree in Adult Education from Western Washington University in 2009.
He was also received the honor as the Port Angeles Police Department's 2010 “Officer of the Year” by the International Footprint Association – Sequim Chapter 74.
UPDATE - SHOOTING INCIDENT On December 23, 2011, at approximately 11:11 PM Port Angeles Police received a 9-1-1 call from a residence in the 600 Block of West 13 th Street. The caller reported people yelling and at least two series of multiple gunshots near a residence in the neighborhood.
The incident, as reported to police, began when Micah D. West, age 29 and a resident of Port Angeles, was asked to leave a party at a residence in the neighborhood. West left the party but returned a short time later armed with multiple handguns. West allegedly attempted to re-enter the residence where the party was occurring. He was unsuccessful.
At that time West reportedly began shooting into the residence. None of the 12 people (adults and children) inside the residence were injured however a water line was broken and a stereo received damage. West also fired several bullets into a van that was parked near the residence. Additional bullets struck a fence in the neighborhood and a garage. Following the shooting West retreated into the wooded valley to the west of the party location.
Port Angeles police dispatched all available units to the shooting. This included both swing and graveyard shifts. Additional law enforcement assistance was provided by the Clallam County Sheriff's Office, the Elwha Tribal Police, a Sequim Police K-9 unit, agents from the US Border Patrol, and agents from the Office of Customs Air and Marine. A command post was established, and a perimeter was established that ultimately contained the suspect in the woods. PAPD negotiators were able to contact West by cell phone and initiate efforts to talk him into surrendering to the police. At approximately 1:41 AM West emerged from the woods and was taken into custody by officers.
Two handguns were recovered that police believe were used in the shooting. West was incarcerated at the Clallam County Correctional Facility on a charge of Assault 1. The Clallam County Prosecutor subsequently filed the following additional felony charges: Six counts of Felony Assault in the First Degree, two Felony Counts of Assault in the First Degree Against and Child, and two counts of malicious mischief. He remains in custody in the Clallam County Jail.
The approximately four hour operation (on December 23 rd and 24 th) to contain, locate, and apprehend West involved over 30 law enforcement officers, detectives, and federal agents. During the operation West was contained in a steep and heavily wooded area that offered him considerable cover and concealment. Officers were aided by the deployment of sophisticated heat sensing and night vision equipment provided by the US Border Patrol and Air Marine agents. This equipment allowed the officers to locate and monitor the suspect, and ultimately allowed them to safely take him into custody. PAPD Detectives and Officers spent numerous hours during the following day and during the following week processing both the crime scene and evidence, interviewing victims and witnesses, and preparing the case to it could be forwarded to the Clallam County Prosecutor.

MAIL THEFTS / TWO IN CUSTODY
On December 19, 2011, at approximately 5:00 p.m. Officers responded to a report of subjects going through mailboxes on Walnut Street in Port Angeles. The reporting party provided a Washington license plate and a vehicle description (a black GMC Jimmy). Additional reports indicated there were discarded UPS boxes near Walnut Street.
The suspect vehicle was subsequently located on the 700 block of East 7th Street. A search warrant was obtained and a search of the vehicle revealed stolen UPS boxes, toys, opened Christmas cards, and stolen mail from several Port Angeles' addresses. Mail and UPS boxes were also found from areas outside the City. Officers were assisted by citizens who came forward by contacting law enforcement and identifying the suspects.
Jennifer Leroy and Holly Baker, both from Port Angeles, were taken into custody and booked into the Clallam County Jail on charges of possession of stolen property, attempted theft, and criminal trespass. PAPD Officer Glen Wood and Clallam County Deputies Ken Oien and Ryan Keith worked jointly on this case and the investigation continues.
Law enforcement officers are asking residents to pick up their mail from their boxes as soon as practicable, call 911 immediately if persons are seen tampering with mail or mailboxes, pay attention to persons or vehicles in neighborhoods who appear to be involved in criminal activity, and report to police any theft or attempted theft of mail or packages.
It is unlawful for anyone other than the postal carrier or an authorized person to place or remove items from a mailbox.

PORT ANGELES POLICE DEPARTMENT and PORT TOWNSEND POLICE COMMAND STAFF ATTEND RURAL LAW ENFORCEMENT TECHNOLOGY INSTITUTE Posted December 12, 2011 - The United States Department Office of Justice Program National Institute of Justice (NIJ) and the National Law Enforcement and Corrections Technology Center-Small, Rural Tribal & Border Regional Center (NLECTC-SRTBRC) held its twelfth Law Enforcement Technology Institute in Annapolis, MD on December 4-9, 2011.
The Institute is designed for the command staff and supervisory personnel of rural and small law enforcement agencies containing less than 50 sworn officers. Attendees learned about technology, initiatives and issues affecting the rural and small law enforcement community. Participants received information and assistance on existing and developing technologies, worked with problems relating to technology implementation and exchanged technology lessons learned that are of importance to the rural and small law enforcement community.
Port Angeles Police Deputy Chief Brian Smith and Port Townsend Police Sergeant Edgar Green participated with approximately 30 other officers on the informative and innovative event. Some topics of discussion included the deployment of a public safety wireless mesh network, regional and interagency public safety dispatch, crime mapping, aviation technologies, social networking, firearms simulation technologies, trunked radio systems, digital video technologies and camera deployment, and various others.
Deputy Chief of Police Brian Smith stated, “The most beneficial part of the Institute was the interaction with contemporaries. I was exposed to a host of solutions to problems I did not know we had, and was able to put the technology efforts of the Port Angeles Police Department in context with the programs from a wide range of peers across the United States”.
The Institute is funded by the NIJ and there was no cost to the participants and their agencies. Participants are selected on a competitive basis from across the United States. BURGLARLY SUSPECTED CONVICTED
On December 6, 2011, Paul Spoon, of Port Angeles, pled guilty to eight counts of burglary (residential burglary and seven counts of burglary in the second degree).
Spoon was sentenced to 36.75 months in state prison to be followed by 37.75 months in community custody. Spoon is responsible of a series of burglaries in Port Angeles during the summer of 2011. Sgt Jesse Winfield led the investigation that led to the arrest of Spoon and ending his burglary spree.

COUNTERFEIT COIN ADVISORY
The Port Angeles Police Department is advising all businesses, and persons who are in the business of collecting or buying old coins, to be aware of counterfeit US silver dollars currently being circulated in the Port Angeles area.
Recently a business was in receipt of several of these counterfeit coins, all silver dollars. The silver dollars were in the late 1800's and early 1900's. Several of these coins, had they been the real thing, would have been worth in excess of $1,500.00 and all were in very good condition. Most of these fakes are made to appear like old valuable coins so if someone has a bunch of them, this should raise some red flags.
Rare coins are readily available for sale on the internet which is another way for someone to advertise a rare coin that is a fake.
The coins look very real and if not checked properly, can easily be passed as legal tender, which is a crime. The counterfeit coins are made over seas and you can access information on them at About.com then go to the search bar and type in counterfeit US coins. There are several different websites to go to that will show you how big this type of counterfeiting is and also some that will tell you how to determine if the coin is fake.
A simple way to determine if a US coin is counterfeit is to use a strong magnet to detect small amounts of iron. If the coin has even a little bit of attraction to the magnet then it is a fake. Canada uses steel in their coins so this test has no meaning for many of their coins.
Use caution if someone brings in a lot of coins to buy something and look them over carefully. There are many different types of coins out there that are collectable for whatever reason and they have to be represented as a replica or a representative of some event. They can not be used or represented as legal tender.

PORT ANGELES POLICE DEPARTMENT INTRODUCES NEW OFFICER The Port Angeles Police Department is pleased to introduce Matthew Wolff as their newest sworn police officer. Wolff was officially sworn in by Chief Terry Gallagher on July 11, 2011.
Matthew Wolff is a Port Angeles resident and 2001 graduate of Port Angeles High School. Wolff served honorably in the United States Army as an intelligence analyst from June 2001 to June 2005, including a deployment to Iraq for over a year in 2003. He earned an Associate in Science Degree from Cascadia College in 2009 and completed his Bachelor's Degree in Business Management from Peninsula College in June of this year.
From late 2010 and through early 2011, Wolff completed a two-semester internship at the Port Angeles Police Department. One of the objectives of the Police Department student intern program has been to attract and recruit college student for jobs in local law enforcement. With his military service, education, and demonstrated skills, he has shown himself to be particularly well-suited for a career in law enforcement.
On August 29, Officer Wolff will begin an 18-week "basic" law enforcement academy at the Criminal Justice Training Center in Burien, Washington. This is an intensive program of classroom instruction, defensive tactics, field scenarios, and physical training that required for all entry-level law enforcement officers in Washington. The basic academy will be followed by a 12 to 14 week field training and evaluation program at the Port Angeles Port Department. He will be assigned to at least three certified field training officers and will be evaluated through the three "phases" of the program.

On August 14, 2011, at 3:18 p.m., Port Angeles Police Officer Mike Johnson was westbound in the 1800 block of W 10 th Street when a maroon Ford Explorer drove through the intersection of South M Street and failed to stop at the stop sign, nearly striking Officer Johnson's police vehicle. Officer Johnson attempted to stop the vehicle. The driver failed to yield and proceeded southbound from 10 th and "L" Street. Officer Johnson recognized the driver as Clayton A. Folsom, age 24 from Port Angeles. Officer Johnson knew that probable cause existed for Folsom's arrest on the charge of Driving While License Suspended in the 1st Degree.
The vehicle made a series of turns onto various streets, driving at speeds up to 60 mph, and eventually lost control near a residence on the 1700 block of West 11 th Street. The vehicle crashed through and caused significant damage to a fence before stopping. Officer Johnson pursued Folsom on foot and lost sight of him in the backyard of the residence. Per normal procedures Officer Johnson then directed arriving officers to various locations for containment. Arriving officers also briefly detained the two passengers who remained in the Ford Explorer.
K-9 Handler Corporal Kevin Miller and K-9 Jag responded along with additional Port Angeles Police, Clallam County Sheriff Deputies, and Elwha Police units. K-9 Jag was able obtain a scent at the driver's door of the Explorer and began his "track". K-9 Jag and Corporal Miller tracked the suspect to an area in the backyard of the same residence where he had crashed through the fence. K-9 Jag then led officers to the area below a deck and indicated that the suspect was underneath.
Officers and K-9 Jag were eventually able to get the suspect to crawl out from under the deck and Folsom was taken into custody. He was booked into jail on numerous charges and appeared in Clallam County Court on August 15, 2011. Per jail records, Folsom was rebooked into the Clallam County Jail on charges of Felony Eluding, Driving Suspended in the 1st Degree, two counts of Resisting Arrest, and the original charge of Driving Suspended in the 1st Degree. He was ordered held on $25,000.00 bond.

PORT ANGELES POLICE DEPARTMENT RECEIVES ACCREDITIATION The Port Angeles Police Department has received formal accreditation by the Washington Association of Sheriffs & Police Chiefs (WASPC). The purpose of the WASPC Accreditation Program is to professionalize the law enforcement industry by providing a review process for agencies to be certified as operating under industry best practices and standards.
There are 140 accreditation standards covering twenty major law enforcement areas. The Port Angeles Police Department was first accredited in 1991. Re-accreditation occurred in 2002 and now again in 2011.
Of the approximately 211 law enforcement agencies in the State of Washington, 49, or approximately 20%, are recognized by WASPC as accredited. One of these is the Clallam County Sheriff's Office (CCSO). The CCSO was certified as an accredited agency in November 2009. PAPD recognizes the assistance of the CCSO in preparing for accreditation review.
"The accreditation review process is a tremendous benefit to a police agency and ultimately to the community served by that agency. A Department is forced to take a critical look at itself and to allow other professionals to do the same. An accredited agency knows that it employs best practices, and that belief is based on evidence, rather than anecdotes", PAPD Chief Terry Gallagher.
Accreditation is good for three years. The next assessment will be in 2015.
SENTENCING IN COUNTY TREASURER'S OFFICE EMBEZZLEMENT CASE
AUGUST 24, 2011 -
Betts sentenced to 12 years in prison and ordered to pay $607,516 in restitution.
July 27, 2011 -
Cathy A. Betts, was found guilty by a jury of one count of Theft One with a Special Verdict, one count of Money Laundering with a Special Verdict, and 19 counts of Causing False Tax Returns to be Filed. The Special Verdicts are a result of the jury finding the theft and money laundering were Major Economic Offenses.
Betts, a former cashier at the Clallam County Treasurer's Office, had been appearing on her own recognizance throughout the court proceedings. However, after being found guilty of 21 felonies she was immediately taken into custody and booked into the Clallam County Jail on $100,000.00 bail. Her sentencing has been set for Wednesday, August 24, 2011, at 9:00 A.M.
The case began in May of 2009, when the Clallam County Treasurer reported a theft that had been committed by the cashier. A Port Angeles Police Detective responded, took the initial complaint and initiated what would be a two-year investigation. The investigation was a team effort between the Port Angeles Police Department, Clallam County Sheriff's Office, Washington State Auditor's Office, the Washington State Attorney General's Office and others.
The investigation revealed that a minimum of about $617,000.00 had been stolen from the Treasurer's Office by Betts between 2003 and 2009. The case was prosecuted by a Washington State Assistant Attorney General.

SEX OFFENDER SENTENCED Posted July 14, 2011 - Aaron Eugene Arnold, age 20 of Port Angeles, was sentenced to serve 4 months in the Clallam County Jail on July 6, 2011, after he pled guilty to Failing to Register as a Sex Offender.
CASE HISTORY: On the evening of Monday, May 24, 2011, Officers of the Port Angeles Police Department, working in cooperation with the Washington State Department of Community Corrections, located and apprehended Aaron E. Arnold, age 20 of Port Angeles. Arnold was wanted for Failing to Register as a Sex Offender.
Arnold was convicted of Child Rape 3 in Clallam County on July 2, 2010. Anyone convicted of such an offense is required to register his or her address with the Sheriff's Office. Arnold's case will be reviewed by the Clallam County Prosecutor.
There are currently 54 Sex Offenders registered at homes within the city of Port Angeles. On May 19, 2011 a Port Angeles Police Detective went to a residence to verify Arnold's registration. The investigation resulted in probable cause to arrest Arnold for Failure to Register as a Sex Offender.

July 7, 2011 - An arrest warrant has been issued for Joseph W. Recoy by a Clallam County Superior Court Judge.
Background: Joseph W. Recoy, age 18, of Port Angeles is wanted by Port Angeles Police for investigation of Failure to Register as a Sex Offender. Recoy pled guilty to First Degree Child Molestation in 2006 and is required by State Law to accurately register his address with law enforcement. During an investigation on June 7, 2011 a Port Angeles Police Detective developed probable cause to believe that Recoy was no longer living at his registered address.
Police suggest that any person who observes Recoy should not approach Recoy directly. Police are requesting that any person who sees Recoy call 911 immediately and provide information to emergency dispatch.

Gary Michael Larson pled guilty to 2 counts of Child Rape 1 on July 6, 2011 , in Clallam County Superior Court. Larson is scheduled to be sentenced August 30, 2011.
Case History: Gary Michael Larson, age 29 and of Sequim, was charged with two counts of Child Rape 1 and four counts of Child Molestation 1 on February 24, 2011 in Clallam County Superior Court.
The case began on February 10 with a report to Port Angeles Police Officer Lucas DeGand regarding incidents that occurred in Port Angeles between 2003 and 2009. Detective Kori Malone was assigned to complete the follow-up investigation, which she did with assistance from Detective Kevin Spencer.
On February 20, a cooperative operation between Port Angeles Police Detectives and officers from the Sequim Police Department resulted in the arrest and incarceration of Larson. The case was then reviewed by the Clallam County Prosecutor's Office and formal charges were filed on February 24.
The State of Washington's First Degree Child Rape and First Degree Child Molestation statutes protect children under the age of 12.

GUILTY PLEA IN CHILD RAPE CASE Larry "Marshal" Worley pled guilty to 2 counts of Child Rape 2 and 1 count of Bail Jumping on July 6, 2011, in Clallam County Superior Court. Worley is scheduled to be sentenced on August 24, 2011.
Case History:
Larry "Marshal" Worley, was arrested by Patrol Officers from Seattle Police Department's East Precinct and booked into the King County Jail on February 27, 2011. A warrant had been issued for the arrest of Worley after he failed to appear for a hearing in Clallam County Superior Court to face charges in a case involving 15 counts of Child Rape and Molestation.
The case began on August 28, 2009, when a family came to the Port Angeles Police Station and reported to Officer Mike Johnson that their minor daughter had been victimized repeatedly by an acquaintance of the family. After Officer Johnson completed an initial investigation, the case was accepted for further investigation by Port Angeles Police Department Detectives.
On September 4, 2009, Larry M. (Marshal) Worley, age 27 of Port Angeles, was arrested by Detective Jason Viada. "Because of the thorough initial investigation completed by Officer Johnson, detectives were able to promptly complete the follow-up investigation," Detective Viada.
Worley was charged by the Clallam County Prosecutor with a series of fifteen felony crimes that consist of five counts of child rape and ten counts of child molestation all pertaining to this one victim.

WARRANT OF ARREST ISSUED FOR REGISTERED SEX OFFENDER July 6, 2011 -
An arrest warrant has been issued for the arrest of Michael Joseph Kelly, age 32, last registered as living in Port Angeles, for Failure to Register as a Sex Offender. During an attempt to confirm that Kelly was actually living at the address where he was registered a Port Angeles Police Detective developed probable cause to believe that Kelly was not living at that address.

Kelly was convicted of a felony sex offense in 1993 and is required by State law to register his current address with the Sheriff's Office. The investigation was reviewed by the Clallam County Prosecutor and formal charges were filed in Clallam County Superior Court on June 27, 2011 where a judge reviewed the case and issued an arrest warrant for Kelly. Kelly's whereabouts remain unknown.

Texas Sex Offender Steven Morrow believed to be hiding out somewhere on the Olympic Peninsula.
Convicted child rapist Steven Morrow fled Texas in December while awaiting sentencing for sexually assaulting an 11-year-old boy and is now believed to be hiding out somewhere on the Olympic Peninsula.
"It's likely he's somewhere on the peninsula," said Colin Smith, chief ranger at Olympic National Park, which covers nearly 1 million acres.
Smith said his agency received a law-enforcement bulletin from Texas officials about Morrow, 37, in February.
"We've kept our eyes open since then but haven't seen anything unusual." But, Smith added, "there's a lot of ground between us, the [Olympic] National Forest and DNR [Department of Natural Resources] lands. He could also be living in one of the towns around here."
Morrow is originally from Elma, Grays Harbor County, and has received help from family members since fleeing Harker Heights, Texas, a town near Fort Hood, said Alton Stuart, a retired federal agent who came to Western Washington this week to hunt for Morrow.
Stuart declined to divulge information about his client, who is paying Stuart to find Morrow and return him to Bell County, where Morrow faces a prison sentence of 20 years to life.
In addition to the young boy Morrow was convicted of sexually assaulting, Stuart said there are five other potential victims, including a young teen who came forward after Morrow took off. An alleged victim from Washington also recently said he was sexually assaulted by Morrow during a family get-together in December 2005, Stuart said. Morrow was first convicted as a juvenile for sexually assaulting a neighbor boy while still living in Elma, he said.
Considered armed and a threat to police, Morrow is described as white, 5-foot-7 and 125 pounds with brown hair and brown eyes.
Friends of Morrow's told Stuart that before leaving Texas, Morrow was looking to buy a small recreational vehicle, Stuart said. Morrow is believed to have taken four dogs, a cache of weapons and clothing with him, he said.
A warrant has been issued for his arrest.

FIREWORKS REGULATIONS The Port Angeles Police Department offers this public reminder regarding the use of fireworks this holiday.
Within the Port Angeles city limits, "consumer" fireworks can be ignited legally only on Monday, July 4, between 9 a.m. and 11 p.m.
Per RCW 70.77.136 "consumer fireworks" means any small firework device designed to produce visible effects by combustion. Fireworks of this type must comply with the construction, chemical composition, and labeling regulations of the United States consumer product safety commission and including some small devices designed to produce audible effects, such as whistling devices, ground devices containing 50 mg or less of explosive materials, and aerial devices containing 130 mg or less of explosive materials.
Persons who legally purchase fireworks within the City limits may only use these "consumer fireworks" on July 4 th from 9 a.m. to 11 p.m. in permitted areas. Fireworks are prohibited at all times from general public use at the City Pier, Hollywood Beach and the Waterfront Trail.
The Port Angeles Police Department will issue citations to persons using illegal fireworks, igniting fireworks outside the permitted times and days other than July 4th and for igniting fireworks at City Pier, Hollywood Beach, and /or the Waterfront Trail.

SENTENCING IN CHILD RAPE CASE Tye A. McCarthy, age 21, was sentenced in Clallam County Superior Court to 26 months for Rape of a Child 3rd Degree.
The case began when a Port Angeles Police Officer received a report that McCarthy was involved in a sexual relationship with a young girl. The victim was interviewed and a search warrant was served at McCarthy's residence by Port Angeles Police Detectives. After the investigation was completed, McCarthy was arrested and booked at the Clallam County Jail for Rape of a Child 2 nd Degree. McCarthy was charged with three counts of Rape of a Child 2nd Degree on April 1, 2011. McCarthy pled guilty to Rape of a Child 3 rd Degree as part of a plea agreement.
Washington State's Rape of a Child 2nd Degree statute protects children between the ages of 12 and 14. Rape of a Child 3rd Degree protects victims between the ages of 14 and 16.

FUGITIVE APPREHENDED BY PORT ANGELES POLICE AND WASHINGTON STATE PATROL William Sybertz, age 37 of Clallam County, was apprehended on the evening of June 29, 2011, in a wooded ravine south of Roosevelt School just east of Port Angeles.
Sybertz, who was wanted for four local Domestic Violence and Driving Under the Influence warrants, fled on foot from a Washington State Patrol traffic stop. While fleeing, Sybertz went through the grounds of Roosevelt School where he told a school staff member that he had a gun.
The lone State Trooper observed Sybertz continue south toward the woods near the school and waited for back up. Back up arrived swiftly, and in force, as additional State Troopers, Port Angeles Police Officers and Detectives, Clallam County Sheriff's Deputies, Elwha Police Officers, and Border Patrol Agents arrived and contained a large area between Monroe Road and Del Guzzi Drive.
A search team of State Troopers and Port Angeles Police K-9 / Tactical Trackers followed Sybertz's trail into the woods and apprehended Sybertz where he was hiding in the ferns down in the ravine south of the school. Sybertz was booked into the Clallam County Jail for the warrants and several new charges.

GUILTY PLEA IN CHILD MOLESTATION CASE Kenneth Wayne McBride, age 31, of Port Angeles pled guilty to Child Molestation 2 on June 21, 2011, in Clallam County Superior Court.
BACKGROUND..
Posted November 30, 2010 - Kenneth Wayne McBride, was arrested by Port Angeles Police Officers on November 24, 2010, following the issuance of a warrant for McBride. The warrant for Rape of a Child was issued in Clallam County Superior Court on November 22, 2010, after a judge reviewed the case and determined that there was probable cause to charge McBride.
The case began in July of 2009 when a thirteen year old girl reported to police that she had been raped by McBride while she was at a sleep over at a friend's home. Detectives were assigned to the case and completed the follow-up investigation.

SUSPECT SENTENCED TO 9 YEARS IN SHANE PARK SHOOTING Andraees L. Henderson, age 21 of Seattle, was sentenced to serve 9 years in State Prison on June 21, 2011, after pleading guilty to Assault 1 and Conspiracy to Commit Robbery 2 in Clallam County Superior Court.
BACKGROUND.. May 16, 2011 - Andraees Henderson, age 21 of Seattle, pled guilty today to Assault 1st Degree and Conspiracy to Commit Robbery 2nd Degree, in a shooting incident that occurred in Port Angeles in October of 2009.
Police responded to Olympic Memorial Hospital in the early morning hours of October 2, 2009, to investigate a report of an adult male with gunshot wounds. The victim was treated and later released from the hospital for non-life threatening injuries.
The initial investigation by PAPD Officers revealed the shooting had occurred in the area of the 700 block of South "E" Street. Further investigation by Detectives indicated the shooting was a result of an attempted robbery and Henderson was identified as the suspect in the shooting. Henderson had returned to the Seattle area after the shooting. A warrant for Attempted Murder 1st Degree was issued for the arrest of Henderson.
Henderson was apprehended and transferred back to Clallam County in October, 2010, and charged with Assault 1st Degree and Robbery 2nd Degree.
The revised code of Washington defines Assault 1st Degree as; intentionally assaulting another with a firearm or any deadly weapon or by any other force or means capable of producing death or great bodily harm. Robbery 2nd Degree is defined as; unlawfully taking personal property from another against their will by the use, or threatened use of immediate force or violence. Robbery 2nd Degree is a Class B felony and is punishable by a maximum penalty of ten years in prison and/or a fine of $20,000.00. Assault 1st Degree is a Class A felony and is punishable with a maximum penalty of life in prison and /or a fine of $50,000.00.
Sentencing for Henderson is scheduled for June 15, 2011, at 9:00 a.m., in Clallam County Superior Court.

TRAFFIC STOP LEADS TO PURSUIT AND K-9 CAPTURE OF WANTED SUBJECT Kevin Samuel Pippin, age 25, of Port Angeles, was arrested for attempting to elude police officers. He was also booked on the three outstanding warrants for his arrest at the time of his capture. The warrants were for Reckless Driving, Obstructing Law Enforcement, and Complicity. Pippin was also on Escape status from the State Department of Corrections.
The case began when Corporal Kevin Miller stopped Pippin in the 700 block of East Front Street in Port Angeles for failing to stop at a stop sign. Pippin fled in the vehicle after being stopped for only a short time. He attempted to elude pursuing police officers for a few minutes before abandoning the car and fleeing on foot. Corporal Miller initiated a track with his K-9 partner, Jag. Jag located Pippin hiding a short distance away. Pippin was not visible. He was given commands to come out and when he failed to comply, K-9 Jag entered the area he was hiding and contacted Pippin. Pippen was then taken into custody.
K-9 Jag suffered a minor injury while taking Pippin into custody. Pippin was treated for his injuries at the hospital prior to being booked into the Clallam County Jail.
Kevin Pippin is a convicted felon with a prior history of convictions for Possession of Stolen Property, Theft, Possession of a Stolen Vehicle, and Attempt to Elude a Police Vehicle.
Attempting to Elude a Police Vehicle is defined as:
Any driver of a motor vehicle who willfully fails or refuses to immediately bring his or her vehicle to a stop and who drives his or her vehicle in a reckless manner while attempting to elude a pursuing police vehicle, after being given a visual or audible signal to bring the vehicle to a stop, shall be guilty of a class C felony. The signal given by the police officer may be by hand, voice, emergency light, or siren. The officer giving such a signal shall be in uniform and the vehicle shall be equipped with lights and sirens.

POLICE INVESTIGATE TRANSIENT PRECIOUS METAL AND COIN BUYERS Posted June 15, 2011 - The Port Angeles Police Department has stepped up its enforcement the Port Angeles Municipal Code (PAMC) and the Revised Code of Washington (RCW) relative to transient businesses who purchase precious metals and second-hand jewelry from temporary locations. This was based on complaints received, an overall desire to prevent persons from selling stolen property at these temporary locations, and changes to Washington State statutes that take effect on July 22, 2011.
Currently, the State law (RCW 19.60.020) requires that every "pawnbroker" and "secondhand dealer" doing business in Washington state shall maintain records at the location where the business is conducted that include the name of the employee or ID number of the person making the transaction, the name, date of birth, sex, height, weight, race, address, telephone number of the seller, and the price paid. Additionally, persons selling items to second-hand dealers must display at least one piece of government issued identification, and items purchased must remain in the jurisdiction for police inspection for at least 15 days. The City of Port Angeles also requires (under PAMC Chapter 5.44) businesses engaging in these transactions to have a business license. On June 14, 2011, Police received a complaint from a citizen that a company named Precious Gems and Metals of Wabash, Indiana (operating out of a local hotel) had purchased an item from them without requiring any identification. A plain-clothes Port Angeles Police Officer subsequently made a similar transaction and also was not asked to produce any identification. Based on these violations, Chief Terry Gallagher under his authority from the Port Angeles Municipal Code advised the representative of the company to terminate their second-hand buying operation. This case, which has both violations of both the Port Angeles Municipal Code and the Revised Code of Washington, will be referred to the Port Angeles City Attorney for prosecution. Investigation in this case continues. Violations of the regulations are misdemeanors and knowing violators are subject to arrest.
After July 22, 2011, the Revised Code of Washington will essentially mirror the Port Angeles Municipal Code (with minor differences). Some of the new requirements include a prohibition for sales to persons with theft convictions, both property and records to be available for police inspection for 30 days, and a business license is required for statewide. For more information, please reference 2011 House Bill 1716.
The Port Angeles Police Department ask both buyers and sellers involved in second-hand precious metal and jewelry transactions to be aware of both the City and State requirements under the current regulations, as well as the changes statewide that will occur as of July 22, 2011. Police will be auditing transactions, conducting inspections, and in some cases, using plain-clothes officers to engage in transactions with these transient businesses.

PREVIOUSLY CONVICTED SEX AND ATTEMPTED KIDNAPPING OFFENDER CHARGED WITH ASSAULT OF A CHILD IN NEW CASE
Gary Lee Blanton II, age 27, of Port Angeles, was charged with Assault of a Child 2 on June 7, 2011 in Clallam County Superior Court.
The case began on May 20, 2011 , when Port Angeles Police Officers and a Detective responded to the Olympic Medical Center to investigate a report of possible child abuse. In the investigation that followed investigators interviewed medical professionals, reviewed medical records, served a search warrant at a local residence, and worked with Child Protective Services. The investigation resulted in probable cause to arrest Blanton for assaulting the victim, a 7 month old resident of Port Angeles. Blanton was located by Port Angeles Police and arrested during a traffic stop on June 3, 2011. Blanton was booked into the Clallam County Jail and stayed there while the Clallam County Prosecutor reviewed the case. Blanton was formally charged on June 7, 2011 and is now free on bail.
Blanton's criminal history includes felony convictions for Rape 3 and Attempted Kidnapping. Blanton is one of 55 Sex and/or Kidnapping Offenders that are registered as living at homes within the City Limits of Port Angeles. The addresses of such offenders are monitored by the Port Angeles Police Department.

GUILTY PLEA IN MANSLAUGHTER CASE James P. Koch, age 51, of Port Angeles pled guilty to Manslaughter 2 nd degree on June 6, 2011 , in Clallam County Superior Court. Koch had been previously convicted of Manslaughter 2 and Criminal Mistreatment 1, and was then sentenced to serve 41 months in State Prison. The case was then overturned on appeal because the appellate court determined that the jury should have been provided with an additional instruction before deliberating during the trial. The appellate court returned the case to Clallam County for further proceedings. This guilty plea is the final result of those proceedings and ultimately resolves the Manslaughter case.
The case began on October 11, 2007 when Port Angeles Police Officers and Firefighters responded to an elder abuse complaint at a home in the 800 block of West 10 th Street. The victim, Lloyd O. Koch, then 86 years of age, was transported to the Olympic Medical Center where he later died of complications related to extended neglect that he had suffered in his home. After the trial the jury found that James Koch had negligently caused the death of his father, Lloyd Koch.

PORT ANGELES POLICE DETECTIVE HONORED IN OFFICER OF THE YEAR CEREMONY On May 9, 2011 - local, state, and federal law enforcement officers and local firefighters were recognized by the International Footprint Association (Sequim Chapter 74) at a ceremony and dinner at the Sequim Elks Club.
Port Angeles Police Department Detective Corporal Jason Viada was honored as the Port Angeles Police Department “Officer of the Year”.
His 2010 accomplishments included serving as the Acting Detective Unit Supervisor for the last third of the year where the team realized some significant accomplishments.
These included a major reduction in overtime expended by the Detective Unit, 29 suspects sentenced to 673 months of imprisonment, $88,000 in fines, court costs, or restitution ordered after conviction, and 160 new felony cases or received by the unit during 2010 with only 10 cases active or unresolved at year's end.
Detective Corporal Viada has been with the Port Angeles Police Department since 1994 and obtained his Master's Degree in Adult Education from Western Washington University in 2009.
He joins PAPD Officer John Nutter who was honored in 2010, PAPD Corporal Robert Ensor who was honored in 2009, and PAPD Officer Rik Scarpon who was honored by the Sequim Chapter of the International Footprint Association in 2008.

SUSPECT CHARGED WITH CHILD RAPE Rylan W. Frazier, age 20 of Port Angeles, was charged with two counts of Child Rape 3 in Clallam County Superior Court on May 19, 2011.
The case began on April 30, 2011, when a young woman reported to police that a young friend had been victimized. A detective was assigned to investigate. The investigation resulted in probable cause to arrest Frazier and Frazier was taken into custody.
The Clallam County Prosecutor reviewed the investigation and charged Frazier. Frazier's arraignment is scheduled for Friday, May 27, 2011, at 9:00 a.m. in Clallam County Superior Court.

RESIDENTIAL BURGLARY INVESTIGATION
On Monday, May 23, 2011, Port Angeles Police took a report of a burglary at a residence on the 1500 block of Milwaukee Drive. A Craftsman lawnmower with trailer and cart were taken from the back shed (keys reportedly left in ignition). The suspect(s) also cut the lock off of another shed and took an electric pressure washer.
A reporting party stated he heard his dog barking at approximately 4:00 a.m. Another witness stated they thought they heard something outside their residence around 3:45 a.m.
Officers believe that the suspect(s) may have entered the property from the north by using the new trail system that runs from the dead end of Milwaukee to West 14 th Street (just east of P Street). The investigation also indicates that the suspect(s) rode the lawnmower on the trail back to 14th Street.
Residents are asked to call the Police Department immediately should they become aware of suspicious persons in this area (which might include the sound of a lawnmower operating at 4:00 a.m.).

BACKGROUND..
PREVIOUSLY CONVICTED SEX OFFENDER CHARGED WITH FAILING TO REGISTER
Posted April 15, 2011 - Phillip, C. Shelly, 50, charged with Failure to Register as a Sex Offender, a felony, on March 31, 2011 in Clallam County Superior Court.
The case began in July of 2010 when a Port Angeles Police Detective received information that indicated that Shelly, who had registered with the Sheriff's Office as a homeless sex offender, was actually living at a residence in a Port Angeles neighborhood.
The detective completed the investigation, which included an examination of Shelly's criminal history. Shelly was convicted in of Child Rape 1 in 1998. Shelly is a Level 2 Sex Offender, which means he is a moderate risk to re-offend.
The Clallam County Prosecutor reviewed the investigation and filed charges.
Washington State's Sex Offender Registration Law requires sex offenders to register their current address with the County Sheriff's Office within 72 hours.
"There are currently 55 sex and kidnapping offenders registered at addresses within the City of Port Angeles. The Port Angeles Police Department monitors the accuracy of those registrations by going to the homes and speaking with the sex offenders there."

SENTENCING IN ROBBERY CASE
On May 2, 2011, Leif L. Ellis, age 24, pled guilty to Theft 1 in Clallam County Superior Court and was sentenced to serve six months in the Clallam County Jail.
Ellis was initially charged with Strongarm Robbery on January 12, 2011.
The case began at about 5:07 p.m. on January 7, 2011, when Port Angeles Police were called to the area of First and Peabody Streets to a report of a disturbance. The investigation revealed that a Strongarm Robbery had just occurred and that money had been stolen from a victim. At 5:10 pm police arrested Ellis near Fifth and Lincoln Streets and Ellis was booked into the Clallam County Jail.

THIRD SERIES OF CHARGES - RAPE SUSPECT Posted May 2, 2011 - Cole Brayden Locut, age 21 of Port Angeles, was charged with additional crimes on April 19, 2011, in Clallam County Superior Court. Locut was charged with two counts of Indecent Liberties by Forcible Compulsion, which is Washington's Sexual Assault statute. Locut was also charged with two counts of Contempt of Court for committing crimes while other cases were pending against him. These four crimes are in addition to four charges previously filed against Locut. The earlier charges include a Rape and Contempt of court that occurred in January of 2011, and a Forcible Rape and Indecent Liberties that occurred in December of 2010. Locut's next hearing is scheduled for June 17, 2011.
Posted April 5, 2011 - On April 1, 2011, Cole B. (Brayden) Locut, age 21 of Port Angeles, was charged with an additional count of Forcible Rape. This additional investigation began when a second victim spoke with the Port Angeles Police Detective who investigated the first rape case against Locut. The Clallam County Prosecutor and a Clallam County Superior Court Judge reviewed the second investigation. Locut was also charged with Contempt of Court because the second rape would have occurred while Locut was out of custody on bail when charges from the first Rape were pending. Locut now remains in the Clallam County Jail in lieu of $100,000.00 bail. Locut's next hearing is scheduled for May 5, 2011.
Background: Cole B. Locut, age 21, of Port Angeles was charged with Rape and Attempted Rape on December 8, 2010 in Clallam County Superior Court. This case began in the early morning hours of December 7, 2010, when Port Angeles Police responded to a report of a rape at a residence in the 1500 block of South "C" Street. Detectives responded and continued the investigation. Locut was arrested and booked later that morning. Locut bailed out of the Clallam County Jail on December 8.

SUSPECT CHARGED IN STRANGULATION CASE Raymond L. Veenstra, age 38 of Port Angeles , was charged with Second Degree Assault -Strangulation - Domestic Violence , and Unlawful Imprisonment - Domestic Violence, both felonies, on April 27, 2011, in Clallam County Superior Court.
The case began on April 21, 2011, when Port Angeles Police Officers responded to a domestic disturbance at a residence near 8 th and Washington Streets. The investigation resulted in probable cause to believe that Veenstra had held a woman in a residence against her will and strangled her during an altercation. Officers arrested Veenstra and booked him into the Clallam County Jail where he remains on $10,000.00 bail. Veenstra's next hearing is scheduled for May 13, 2011.

SUSPECT CHARGED WITH ASSAULTING CHILD Kristin L. Travers, age 24 of Port Angeles , was been charged with Assault of a Child 3 rd Degree, a felony, on April 26, 2011, in Clallam County Superior Court. The case began on April 21, 2011, when a father reported that he had left his child with Travers, who is the child's mother. When the father returned, he found the child injured with several serious welts. The father notified Port Angeles Police Officers who completed an initial investigation.
Port Angeles Police Detectives continued to investigate the case. The investigation included a forensic child interview, interviews of adults, examination of physical evidence, and an examination of medical records. The investigation resulted in probable cause to arrest Travers for assaulting the child. Travers was arrested by detectives and booked into the Clallam County Jail.
The case was reviewed by the Clallam County Prosecutor and formal charges were filed against Travers on April 26, 2011.

GUILTY PLEA IN FEDERAL EXPLOSIVES CASE Posted April 26, 2011 -
Eric L. Possinger, age 28, of Port Angeles, pled guilty in United States Western District Court in Tacoma to Possession of an Improvised Explosive Device on April 6, 2011. The case began on October 14, 2010, when Port Angeles Police Officers responded to a report that Possinger had pointed a handgun equipped with a laser sight an another person during a domestic dispute.
During the investigation Officers found bomb making components in Possinger's truck at the scene. Further investigation by the Washington State Patrol (WSP) bomb squad revealed 10 Improvised Explosive Devices (6 complete and 4 ready to complete) in Possinger's Truck. The devices were found to have an "anti-personnel" design. Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) also responded and assisted with rendering the devices safe. A cooperative investigation was then completed by the ATF and a Port Angeles Police Detective.

Vehicular Assault / Serious Vehicle Accident
On 4-17-2011 at approximately 2029 hours Michael Moyle was taken into custody by a joint effort of the Port Angeles Police and Fire Departments, Clallam County Sheriff's Department and the Washington State Patrol.
At 6:25PM the Port Angeles Police Department received information of a possible location for Moyle in the area of Craig Avenue in Port Angeles. Officers from the various agencies responded to and surrounded the residence where Moyle was alleged to be hiding.
Officers entered the residence and made contacted with Moyle inside the residence. Moyle was taken into custody without further incident at approximately 8:30PM.

April 15, 2011 / UPDATE - Vehicular Assault Case On 04-14-11 the Port Angeles Police Department (PAPD) served a search warrant on a light blue Toyota pickup truck allegedly driven by Tim Smith on 4-13-2011 when he drove Michael Moyle away from the scene of the collision on S. Laurel Street at Viewcrest Avenue.
The truck had been located late in the evening of 04-13-11 by a citizen in a residential neighborhood within a few miles of the collision. The citizen became aware of the incident and reported seeing the vehicle parked in the area shortly after the collision. The vehicle was positively identified by PAPD Officers as being the vehicle near the collision site and being driven at the time by Timothy Patrick Smith.
When PAPD Officers served the search warrant on the Toyota truck they located a loaded 25 caliber handgun. Court records show that Timothy Patrick Smith has a prior felony conviction and under both state and federal law cannot lawfully possess a firearm. WA State felony charges for "Unlawful Possession of Firearm in the First Degree" were added to Smith's booking charges.
Timothy Patrick Smith remains in custody in the Clallam County Jail. The investigation and search for Michael Moyle continues.

On 4-13-2011, at approximately 1120 hrs, the Port Angeles Police and Fire Departments were called to a serious vehicle accident near the intersection of South Laurel and Viewcrest Avenue. Multiple Police, Fire, and EMS units responded to the scene. Arriving units found two vehicles. A heavily damaged Subaru sedan with four injured persons inside was found to be lodged against a telephone pole. The second vehicle, a Ford Mustang, was damaged and found approximately a block away. Officers discovered that the driver had left the scene.
The initial investigation indicates that the Subaru sedan, allegedly driven by Stewart Baker (24- years old and from Port Angeles) left the Albertson's parking lot. It was reportedly pursued by a black Mustang, allegedly being driven by Michael Joseph Moyle (28-years old and from Port Angeles). Tawny Baker (also from Port Angeles) was also in the Subaru sedan as was a one- year old female child and a four-year old male child.
Witnesses state that the Mustang sedan drove into the back of the Subaru sedan at a high rate of speed on Laurel Street at Viewcrest. The force of the impact drove the Subaru sedan approximately 150 feet into a telephone pole which hit broadside on the rear driver's side where the four year old male was sitting. The four-year old sustained what appeared to be serious injuries and was transported by EMS personnel to Olympic Medical Center. He was later airlifted to a Seattle hospital. The two adults also sustained what appeared to be serious injuries and were transported to Olympic Medical Center.
The investigation also showed that following the crash the Mustang left the area and then stopped approximately one block away at Ahlver's Road. It appears that it was disabled by the force of the collision. Michael Moyle allegedly fled the scene in a light blue Toyota pickup that was reportedly driven by Timothy Patrick Smith (27-years old and from Port Angeles). Both Moyle and Smith were positively identified by an arriving Port Angeles Police Officer as they left the scene in the Toyota pickup. The officer did not know at the time that the two were involved in the accident.
The investigation shows that the collision may be the result of an intentional assault. The Port Angeles Police Department has probable cause for the arrest of Michael Joseph Moyle for 1 count of Felony Hit and Run and for 4 counts of Vehicular Assault. There also is probable cause for the arrest of Timothy Patrick Smith for Rendering Criminal Assistance. Officers are actively looking for both subjects. INVESTIGATION - RASH OF COMMERCIAL BURGLARIES UPDATE / APRIL 26, 2011 - BURGLARY ARREST On April 25, at approximately 1:30 AM Officer Michael Johnson contacted and subsequently arrested Andrew W. White (21 yrs old and from Port Angeles) on the 100 block of East First Street. Based on the ongoing Port Angeles Police Department investigation of the string of commercial burglaries, Officer Johnson arrested and booked White into the Clallam County Jail on felony charges of second degree burglary.
This arrest was based on probable cause after investigators had identified White from video evidence taken at the time of a commercial burglary that occurred on April 6, 2011 on the 200 block of North Lincoln Street. Officers also served a search warrant for DNA evidence on White at the Clallam County Jail.
The Port Angeles Police Department is also investigating three new commercial burglaries that investigators believe occurred during the early morning hours of April 23, 2011. Property was damaged and power was cut off at all three businesses. In one instance cash was also taken. The locations of the burglaries were the 1900 block of East First Street, the 1200 block of East Front Street, and the 1100 block of South Eunice Street. The last reported commercial burglaries that fit this pattern occurred on April 9, 2011.

UPDATE / APRIL 11, 2011 - BURGLARY ARREST
On April 9, 2011, Officer Brian Stamon took a report of a burglary that had occurred in a downtown Port Angeles business. It is believed that the suspect gained entry to the building through an unlocked outer door. The suspect then entered a business and took U.S. currency.
During the investigation Officer Stamon learned that a video recording of the crime existed. Officer Stamon was able to obtain a photograph of the suspect from the video. That image was provided to other patrol officers.
At about 1600 hours Officer Sexton observed a subject in the 100 block of East Front Street. That subject matched the burglar's description. Officer Sexton and Corporal Robert Ensor made contact with the subject. The subject, Andrew W. White, age 21 of Port Angeles, was subsequently placed under arrest for burglary and theft. He was later booked into the Clallam County Jail.
The recent series of burglaries remains under investigation.

UPDATE / APRIL 7, 2011- POLICE INVESTIGATE BURGLARIES IN DOWNTOWN AREA
On the evening of April 5, 2011, three new burglaries occurred to local downtown businesses in the area of Front and Railroad Streets. The burglaries occurred sometime after 8:00 p.m.
The suspect attempted entry at one business and was able to gain entry to two others, stealing an undisclosed amount of cash. Detectives are actively following up on leads.
Businesses are asked to be vigilant and report any suspicious persons, report any attempted break in, and/or report any unlawful attempt to cut power to the building by calling 911 immediately.

During the early morning hours of March 27, 2011, the Port Angeles Police Department responded to and began an investigation into what appears to be rash of commercial burglaries on the east side of Port Angeles. Businesses in the 300 block of East 8th, the 500 block of East 8th, the 600 block of East 8th, and the 900 block of East 8th Street were the objects of attack by suspect (s) who forced entry and disabled (or attempted to disable) power to the respective business or building. All the businesses in question suffered property damage, some also reported items taken as well. In some cases the damage to the property was substantial. Investigators believe that the string of burglaries began after 8:00 PM on March 26. To date seven businesses have reported burglaries (or attempted burglaries) in this area of East 8 th Street.
Officers and detectives are following up leads, and patrols in and around commercial areas will be modified in an attempt to prevent the crimes and/or interdict the offenders. 300 MONTH SENTENCE IN CHILD RAPE CASE Posted April 12, 2011 - Joel A. Wilson, 42, of Clinton, Washington was sentenced to serve 300 months in State Prison on April 12, 2011 in Clallam County Superior Court. Wilson will then be re-evaluated and a determination will then be made if Wilson is to be released or remain in prison.
Wilson was convicted in Clallam County Superior Court of 13 counts of Child Rape 1 by a unanimous jury on Thursday, February 17, 2011. The jury also unanimously agreed on a Special Verdict due to victimization that occurred over a prolonged period of time. The Washington State Child Rape 1 Statute protects children under 12 years of age.
The case began on June 30, 2009 when family members in Bellingham called Port Angeles Police and reported the incidents that had occurred during the years that the victim lived in Port Angeles. During the investigation a detective traveled to Bellingham and detectives also traveled to Island County where they located and apprehended the suspect. The detectives brought the suspect back to Port Angeles and booked him into the Clallam County Jail on August 2009.
The Clallam County Prosecutor charged and tried the case which resulted in convictions on all charges.
The investigation of crimes against persons, especially children, remains the highest priority for the Port Angeles Police Department Detective Unit.

SUSPECT CHARGED IN MARIJUANA CASE Chad T. McLaughlin, age 19, of Port Angeles, was charged with Possession of Marijuana with Intent to Deliver in Clallam County Superior Court on March 25, 2011. The case began on March 24, 2011 when Port Angeles Police Officers responded to a theft complaint from a business on First Street. Additional details indicated that the thief had fled on foot into a neighborhood near the business. Dispatch also provided Officers with a suspect description.
A short time later a Port Angeles Police Detective observed a man of similar description to the thief. An Officer stopped the man in an effort to investigate further. During the investigative stop the Officer discovered a large quantity of marijuana. The man was arrested and booked into the Clallam County Jail. McLaughlin was not identified as the suspect in the theft case, but another man stopped by other officers a few blocks away was identified at the thief.
McLaughlin's next court appearance is scheduled for May 5, 2011. His trial is set for June 8, 2011.

SUSPECT SENTENCED IN SEXUAL ASSAULT CASE Updated: February 10, 2011 Josh Torres, a.k.a. "J.T.," age 19, a homeless man from Modesto California, was sentenced to 17 months in State Prison to be followed by 36 months of probation on February 9th, 2011, in Clallam County Superior Court.
Torres pled guilty to Indecent Liberties on December 20, 2010.
The case began at approximately 3:40 p.m. on Friday, July 23, 2010, when Port Angeles Police Officers and Detectives responded to a report that a rape that had just occurred in an abandoned building in the 200 block of East Front Street. The victim, a juvenile female, was immediately taken to Olympic Medical Center.
Officers and Detectives interviewed witnesses. Approximately three hours after the incident was reported, Sergeant Barb McFall located and apprehended the suspect in the 200 block of South Peabody Street. A Detective completed further investigation and the suspect was later booked into the Clallam County Jail for Rape 2.
Torres is being held in custody on $250,000.00 bail. His arraignment is scheduled for Friday, July 30, at 1:00 p.m. in Clallam County Superior Court.
"Thanks to swift action by Sergeant McFall, the suspect was apprehended before he was able to flee back to California, which would have made the investigation of this incident more time consuming and costly", Detective Jason Viada.

September 25, 2009 - The Port Angeles Police Department has received several reports of suspicious child luring activity in the areas of Hamilton and Jefferson Elementary Schools , and Stevens Middle School . Several of the reports have included a description of an older, white male with gray hair. However, all reports are unsubstantiated with no suspects determined at this time.
The Port Angeles Police Department greatly appreciates the public's vigilance in maintaining a safe community for all, especially children. As always, parents should teach their children basic safety practices such as staying in a group, and should a child be approached inappropriately to yell out "NO", and run to the closest trusted adult.
