POLICE MAKE ARRESTS IN COUNTERFEIT MONEY CASE
On March 10, 2010, the Port Angeles Police received information that Nathan Wayne Terry, age 21, from Port Angeles, was in possession of counterfeit U.S. currency. The investigation of this information eventually led to his arrest and the identification of additional suspects. Based on additional facts uncovered in the case, the Port Angeles Police Department (PAPD) obtained a search warrant for a residence in the 1300 block of East Front Street . On March 12, PAPD Officers and Detectives (with the assistance of OPNET Detectives) served the search warrant.

Officers found at the residence three firearms, some narcotics, marijuana, a quantity of counterfeit $20 bills, and a non-counterfeit $20 bill with the same serial number as the counterfeit bills. Estene Marie Pass, age 41, from Port Angeles, was arrested and booked into jail for Unlawful Possession of Controlled Substance (methamphetamine) and Forgery (possession of counterfeit money). Michael Harry Lyman, age 49, from Port Angeles, was arrested and booked into jail for charges Forgery (possession of counterfeit money) and three felony counts of Unlawful Possession of a Firearm.

PAPD Detectives believe that a quantity of counterfeit $20 bills, maybe as much as $4,000, have been circulating in the Port Angeles area. Merchants and other persons receiving $20 bills are asked to check the bills and report any suspicious currency immediately to the Port Angeles Police Department

TELEPHONE SCAM - CREDIT CARD INFORMATION
Posted February 24, 2009 - The Port Angeles Police Department and local banks continue to receive calls, which now number in the hundreds, regarding the telephone credit card scam that is circulating in the Port Angeles and surrounding areas.

The Port Angeles Police Department is requesting that citizens do not call the police or their bank to report these types of calls unless you have given out your account information or other information that may allow someone to compromise your identity . You should not have suffered any loss unless you gave the caller your card and or personal information. Many citizens do not have an account with the financial institution that is being referenced in the phone call, however, the calls are likely set up to get any card information that they can.

The calls, which are usually referred to as a "phishing scam", have mostly been a recorded message that informs you that your credit card has been suspended and that you need to enter your credit card number to reinstate the card. Do not enter or give any of your personal information to these types of calls. If you get one of these calls just hang up immediately.

FUGITIVE FROM ALASKA APPREHENDED IN PORT ANGELES
Posted February 22, 2010 at 4:45 p.m. - The Port Angeles Police Department received confirmation today that the State of Alaska would extradite from Washington State , Matt Sims, 38, of Port Angeles, on Alaskan warrants for a series of property crimes including theft and fraud.

Sims was arrested and booked into Clallam County jail where he awaits extradition back to Alaska . Sims had been freed on bail on the dog bite case for the charges of Reckless Endangerment, a gross misdemeanor; and Possession of a Stolen Motor Vehicle, a class B felony. Those charges are still pending.

The case began on February 3, when a woman reported to police that a young boy had been mauled by a dog. A citizen, who was not able to find the victim's father, transported the victim to the hospital. During the initial investigation into the incident involving the dog, and the attempt to locate the victim's father, officers also recovered a van and a motorcycle that had been reported stolen.

LEVEL 3 SEX OFFENDER ARRESTED AND CHARGED
Posted February 18, 2010 - As part of the ongoing process of visiting residences to confirm addresses of local registered sex offenders, Port Angeles Police Detectives discovered that Trevor L. Franklin (age 19) was not living at his registered address in the 600 block of W. 9th Street . Franklin is registered as a Level 3 (high risk to re-offend) Sex Offender.

On February 17, 2010, a Clallam County Sheriff's Deputy located and apprehended Franklin east of Port Angeles . Franklin was booked into the Clallam County Jail for violation of sex offender registration laws. On February 18, 2010, Franklin was charged by the Clallam County Prosecutor with Failure to Register as a Sex Offender. Franklin remains in custody.

Franklin is also awaiting court proceedings in another case. At about 1:30 a.m. on New Year's morning, Port Angeles Police Officers responded to report of a fight near 13th and Laurel Streets. As a result of that investigation, Franklin was charged on January 4, 2010, with Second Degree Assault, a Class B Felony.

“There are over 50 registered sex offenders living within the City of Port Angeles . Verifying that Sex Offenders are actually living where registered, is an important part of the ongoing commitment to public safety by the Port Angeles Police Department,” Detective Jason Viada.

DEFENDANT CHARGED IN DOG BITE CASE
Matt Sims, 38, of Port Angeles was charged in Clallam County Superior Court on Tuesday with Reckless Endangerment, a gross misdemeanor, and Possession of a Stolen Motor Vehicle, a class B felony.

The case began on 2/3 when a woman reported to police that a young boy had been mauled by a dog. A citizen who was not able to find the victim's father transported the victim to the hospital. During the initial investigation into the incident involving the dog, and the attempt to locate the victim's father, officers also recovered a van and a motorcycle that had been reported stolen.

On 2/4 a detective arrested Sims for possessing stolen property and endangering the child. Sims was booked into the jail and awaited charges there. Sims remains in the Clallam County Jail on $10,000.00 bail . Sims next court appearance is Friday at 9:00. The dog, which appears to be a black lab mix, remains in custody at the Clallam County Humaine Society.

OPNET / PORT ANGELES POLICE DEPT - NEWS RELEASE OLYMPIC PENINSULA NARCOTICS ENFORCEMENT TEAM
On February 3, 2010, detectives assigned to the Olympic Peninsula Narcotics Enforcement Team (OPNET) and officers with the Port Angeles Police Department executed two search warrants in the city of Port Angeles. Both search warrants were the result of investigations conducted by OPNET into the manufacturing and sales of marijuana.

The first search warrant served was in the 2300 block of W 18 th Street. Growing marijuana, processed marijuana and evidence of the sales of marijuana were located in the residence. Sherry N. Buchanan, age 26, and Joshua W. Buchanan, age 30, were taken into custody without incident.

Sherry and Joshua Buchanan were booked into the Clallam County Correctional Facility on charges of delivery of a controlled substance, manufacturing marijuana and possession of marijuana with intent to deliver.

The second search warrant was served in the 2100 block of W 15 th Street. Growing marijuana, processed marijuana and evidence of the sales of marijuana were located in the residence and outbuildings. David J. James, age 48, and Michelle A. Bateham, age 30, were taken into custody without incident.

James and Bateham were booked into the Clallam County Correctional Facility on charges of delivery of a controlled substance, manufacturing marijuana and possession of marijuana with intent to deliver.

All case file paperwork will be forwarded to the Clallam County Prosecutor's Office for the formal filing of charges.

Police Department to Step Up Enforcement Regulations at Skateboard Park Regarding Bicycles
January 29, 2009 - The City of Port Angeles Municipal Code (PAMC) describes the Port Angeles Skateboard Park as an area where “bicycle” use is restricted. The City's Parks & Recreation Division has posted regulations regarding park use at the entrance to the Skateboard Park , and the Police Department has taken an approach of community education toward violations that involve bicycle use in the park.

Due to an increased number of complaints about bicycle use in the Skateboard Park , the Police Department will begin using the enforcement steps outlined in PAMC regarding improper bicycle and skateboard use. The enforcement steps will include verbal warnings, issuance of citations to bicycle riders, and possibly their guardians, as well as seizure of bicycles.

The safety of the skateboard riders in the park, and preventing damage caused by bicycles, has made it necessary for the Police Department to step up its enforcement efforts so the City can maintain the park as a facility for the community to properly enjoy.

ARREST MADE IN DOMESTIC VIOLENCE CASE INVOLVING FIREARM
Posted January 4, 2010 - Officers were dispatched to a domestic dispute in the 1300 block of W. 5th Street shortly after midnight January 1, 2010.

The girlfriend of the suspect reported her 35 year old boyfriend had threatened her with a firearm and later discharged it inside the residence. No physical injury was suffered as a result. The suspect left the scene prior to the arrival of law enforcement.

The firearm was recovered later in the morning pursuant to a search warrant executed by Port Angeles Police Department officers. Probable cause existed for the arrest of the suspect for Second Degree Assault.

On the same day at about 12:15 p.m., Sgt. Tyler Peninger contacted the suspect by telephone and the suspect agreed to come to the Police Department. The suspect showed up and provided a statement. After providing his side of what had taken place, Gerald Howell, age 25 of Port Angeles, was booked into the Clallam County Jail.

Several off duty officers were called in to assist with this as well as several other calls for service during the duration of this incident.

GUILTY PLEAS IN THREE CASES
Rape of Child – Third Degree
On August 31, 2009 , a Port Angeles Police Officer took a report from a mother who said that her 14 year-old daughter had been raped. A Detective was assigned to investigate the case. On October 9, 2009, a warrant of arrest was issued for the suspect. On October 20, 2009, the suspect turned himself in at the police station and was arrested by the Detective. On October 21, 2009, Les J. Paranteau, age 21, of Port Angeles, was charged with Third Degree Rape of a Child.

On December 15, 2009, Paranteau pled guilty to Rape of a Child 3. Paranteau is scheduled to be sentenced on January 27, 2010.

Assault – 2nd Degree
On May 27, 2009, Port Angeles Police Detectives and Coast Guard Investigative Service Agents were investigating a report that a young girl had been molested and raped at a residence on the eastside of Port Angeles. During the investigation a suspect, Timothy A. Patton (33) of Port Angeles was apprehended, incarcerated, and charged with Child Rape 3 and Child Molest 3.

On December 15, 2009, Patton pled guilty to Assault 2, a class B felony. Patton was sentenced to confinement in the Clallam County Jail, to be followed by electronic home monitoring and probation.

Felony Elude
October 26, 2009, at approximately 11:25 a.m., the Port Angeles Police Department arrested Jesse Eisenhower, 28 years old, from Port Angeles. Eisenhower was arrested in the vicinity of Bay Street in the Gales Addition area following a pursuit that began near the 2600 block of South Cherry.

A patrol supervisor spotted a black Ford Focus with equipment violations and attempted to make a vehicle stop. The driver failed to yield to the police vehicle and drove through a residential yard in an apparent attempt to evade officers. The driver proceeded toward Peninsula College, then towards Olympic Medical Center, and then headed east on Highway 101. The suspect turned around near Morse Creek and then drove westbound on Highway 101 back toward Port Angeles.

The driver turned down Brook Street and disabled his vehicle near the intersection of Bay Street. One Port Angeles police vehicle was involved in low speed contact with the suspect vehicle. Investigation showed that the driver, Eisenhower, has an outstanding arrest warrant. The passenger in the vehicle was also arrested for outstanding warrants.

On December 15, 2009, Eisenhower pleaded guilty to Felony Elude and two probation violations. Eisenhower was sentenced to confinement in a State Prison.

GUILTY PLEAS ON TWO PORT ANGELES POLICE DEPARTMENT CASES

Rape of Child – Second Degree
On October 7, 2009, a Port Angeles Police Officer took a rape complaint from a local middle school student, under the age of 14. The victim reported that she had been raped while in her home by a man she knew. The case was assigned to a Detective for further investigation. On October 16, 2009 , a Detective arrested Aaron Eugene Arnold, age 18, of Port Angeles. Arnold was charged that same day with Rape of a Child, Second Degree by the Clallam County Prosecutor.

On November 24, 2009, Arnold pleaded guilty to Rape of a Child Second Degree in Clallam County Superior Court. Arnold remains in custody at the Clallam County Jail. His sentencing is scheduled to occur in January 2010.

Luring of a Minor Under 16 Years Old / Driving Under the Influence
On September 19, 2009, at about 7:19 a.m. Port Angeles Police Officers responded to the area of the Port Angeles High School to a report that a man, who smelled of alcohol, had tried to convince a student to get into his vehicle with him. A Port Angeles Patrol Sergeant located the suspect vehicle several blocks north of the high school and stopped the vehicle. A Port Angeles Police Officer arrived at the location of the stop to assist with the investigation. A portable breath test indicated that the driver's blood alcohol content was .24, three times the legal limit for driving. The Port Angeles Police School Resource Officer, spoke with a victim and a witness at the high school. The suspect was taken into custody and booked into the Clallam County Jail after DUI processing.

The next day Josh R. Reinke, age 22, of Port Angeles, was charged in Clallam County Superior Court with Luring of a Minor Under 16 Years Old and Driving Under the Influence (DUI). On December 2, 2009, Reinke pleaded guilty to luring, a felony, and DUI. Reinke was sentenced to serve time in the Clallam County Jail. Upon release Reinke will be monitored by a probation officer and is to remain away from parks, schools, and people under age 18. The vehicle used during the incident was seized at the time of the arrest.

"Neither of these cases would have been successfully initiated without assistance from people at local schools and assistance from private citizens. Both cases demonstrate the community policing model of cooperation between government agencies and people in schools and neighborhoods,” Detective Jason Viada.

SUSPECT CHARGED WITH 32 SEX CRIMES
Posted on November 23, 2009 at 4:40p.m. - On June 28, 2008, a parent reported to police that his daughter, under the age of 12 years old, had been sexually assaulted by a person formerly related by marriage to the family. The case was assigned to the detective division for investigation.

On November 14, 2009, the suspect in the sexual assault case was arrested on an unrelated warrant and was booked into the Clallam County Jail. A detective responded and completed the investigation.

On November 16, 2009 , Dennis Wade Schaefer, age 39 of Port Angeles, was charged in Clallam County Superior Court with 32 Sex Crimes. The charges include 16 counts of Child Molestation First Degree, and 16 counts of Incest Second Degree. Schaefer remains in custody. His bail has been set at $150,000. His trial is scheduled for January 11, 2010 .

"Port Angeles detectives recently attended Violent Crimes Analysis training provided by the FBI. The topics included Murder, Arson, Rape, as well as abduction and other crimes against children. The training re-affirmed our focus on the importance of investigations of crimes committed against children," Detective Jason Viada.

POLICE SEEK SUSPECT IN ATTEMPTED CHILD ABDUCTION
Posted November 17, 2009 at 11:25a.m. - On November 17, 2009, at approximately 7:45 a.m., Port Angeles Police were dispatched to the report of a possible attempted child abduction.  A 13 year-old boy  was riding his bike to school when he was approached near Albert Street and Lauridsen Boulevard by a male subject in a black truck that asked the boy to get into the truck.  The boy rode his bike away from the scene and fled to Jefferson school where he reported the incident to the principal. 

Subject Description:
•  Mid 20's
•  Caucasian
•  Short dark goatee (covering chin area only)
•  Wearing a black NFL type ball cap
•  No hair color seen, possibly bald under the hat

Vehicle Description:
•  Faded black in color
•  Single cab pickup truck
•  Possibly a Chevy Silverado
•  Larger tires - knobby style but worn down
•  Rusty rims with visible lug nuts

PORT ANGELES POLICE K-9 CAPTURES SUSPECT
Posted on November 10, 2009 - On the morning of November 8, 2009, at approximately 12:28 a.m., Port Angeles Police Officers were dispatched to a report of three subjects who had just broken out a window at a downtown business. Because of the location and time of occurrence, officers responded to what they perceived as a possible burglary in progress.

One minute after getting the call, a PAPD K-9 Officer Corporal Kevin Miller arrived in the area and located two males matching the description of the reported suspects. They were acting furtively and walking away from the area. Investigation showed that these individuals were the ones involved in the malicious mischief/damage to the business and that there was a third subject still at large.

Several minutes later Jag located the third subject hiding at the corner of a building. Corporal Miller identified himself and ordered the subject to stop. The subject then took off running and in his attempts to flee the officer and Jag he ran blindly into the front of the building where there was no escape route.

Additional officers arrived and the suspect was taken into custody. Witnesses in the area identified the subject as one of the three persons involved in breaking the window.

Additional investigation showed that while the window had been broken, the business itself had not been entered.

Andrew James Gaul, age 24, of Port Angeles, was arrested and booked into the Clallam County Jail for the crime of “Obstructing a Public Servant” (fleeing from the K-9 Officer). Travis Wade Mabrey, age 21, of Port Angeles , was also arrested and booked into the Clallam County Jail on charges of “Malicious Mischief 3 rd Degree” (breaking the window). A third subject was arrested for possession of marijuana but not booked into jail.

“The Police Department's ability to respond quickly and resolve incidents such as this is enhanced by having police K-9 resources immediately available. This was evident in this situation by Corporal Miller and Jag tracking, and then quickly locating the third suspect,” Deputy Chief Brian Smith.

CASES RESULT IN GUILTY PLEAS IN CLALLAM COUNTY SUPERIOR COURT
Posted November 5, 2009 - Duane Getchell, age 39, of Port Angeles , pleaded guilty on October 28, 2009 in Clallam County Superior Court to Voyeurism, a felony sex offense.

Getchell was arrested in August as the result of a Port Angeles Police Department Detectives' investigation that determined Getchell had filmed a 17 year-old girl without her knowledge while she was in a local, private residential bathroom. Getchell, who will have to register as a sex offender as a result of this conviction, is awaiting sentencing.

Jonathan Beattie, age 21, of Port Angeles pled guilty on October 20, 2009 in Clallam County Superior Court to Assault in the 3rd Degree, a felony. On February 20, 2009 , a Port Angeles Police officer and detective responded to a report that a young, female patient at Olympic Medical Center had been sexually assaulted near Shane Park.

The detective arrested Beattie later that same night during the investigation of the incident. As a result of the plea, Beattie was sentenced to 90 days confinement.

LEVEL 3 SEX OFFENDER CHARGED WITH SERIES OF NEW CRIMES

Dan Klein, age 25, of Port Angeles appeared in Clallam County Superior Court on November 2, 2009 , to answer to charges listed on an arrest warrant that issued on October 29, 2009 , for one count of Unlawful Imprisonment and five counts of Communication with a Minor for Immoral Purposes.

Klein is being held on $100,000 bail. A protective order prohibits Klein from having contact with six young female victims. Klein's conditions also state that if he does make bail he is to have no contact whatsoever with anyone under the age of 18. Klein's next appearance in Clallam County Superior court is scheduled for November 13, 2009 .

PAPD LogoKlein, a Level 3 Sex Offender, had been registered as living at a hotel in the 400 block of East First Street . Klien was previously convicted of Assault 3 with Sexual Motivation in a 2008 case involving an 18 year-old female, and convicted of Lewd or Lascivious Acts with a Child Under the Age of 14 in a 1999 case involving a 12 year-old female.

During the latest investigation, detectives took complaints from six females between the ages of 13 and 18 regarding incidents that occurred at a hotel room during the summer of 2009. Also during that investigation one detective traveled to the Washington State Corrections Center near Shelton where Klein was being held on a probation violation in September.

WARRANT OF ARREST ISSUED IN SHOOTING CASE
PAPD LogoOn Friday, October 1 st at approximately 0125 hrs Port Angeles Police Officers were called to the Olympic Medical Center for a reportedly injured male who appeared to have two gunshot wounds.

Detective Kevin Spencer and Detective Tom Kuch were assigned to the investigation. In an effort to recover evidence, Officers obtained and served search warrants in areas east and west of Port Angeles . The crime scene was processed at Shane Park, while detectives completed interviews. The investigation indicated that the victim, who was treated and released at the hospital, had been shot twice while on the eastern edge of Shane Park during a dispute related to money and possibly illegal narcotics.

On Saturday, October 2, Detective Jason Viada arrested and booked one of the suspects in the case into the Clallam County Jail. The Clallam County Prosecutor is currently reviewing charging options for that suspect.

On Monday, October 4, a warrant was issued by Clallam County Superior Court for the arrest of a second suspect, Andreas Latrell Henderson of Seattle , for several charges including First Degree Assault with a Firearm and Conspiracy to Commit Robbery. Henderson is described as a 19 year old black male about 5'05” tall who weighs about 140 pounds. Henderson remains at large and should be considered armed and dangerous.

SUSPECT ARRESTED AND CHARGED IN CHILD RAPE CASE
On September 22, 2009, a high school student, under the age of 16, contacted Port Angeles Police Department School Resource Officer Clay Rife and reported that she was pregnant and that the father of the child is an adult.

Upon further investigation, Officer Rife arrested Peter Van Auken, age 20, of Port Angeles and booked him into Clallam County Jail. Van Auken was charged in Clallam County Superior Court with two counts of Third Degree Rape of a Child.

Judge George Wood released Van Auken with certain conditions including that he have no contact with the victim and that he promised to appear back in Clallam County Superior Court on October 9, 2009 .

"Officer Rife has done an excellent job in establishing a rapport with students at the High School that encourages trust and communication between students and law enforcement. Rife is a patrol officer who investigates complex cases traditionally handled by detectives. Rife's hard work frees up other officers to respond to calls throughout the city and enables detectives to investigate other crimes," Detective Jason Viada.

CALL CRIMESTOPPERS TO REPORT INFORMATION
September 25, 2009 - The Port Angeles Police Department has received several reports of suspicious child luring activity in the areas of Hamilton and Jefferson Elementary Schools , and Stevens Middle School . Several of the reports have included a description of an older, white male with gray hair. However, all reports are unsubstantiated with no suspects determined at this time.

The Port Angeles Police Department greatly appreciates the public's vigilance in maintaining a safe community for all, especially children. PORT ANGELES POLICE APPREHEND FEDERAL FUGITIVE
The Port Angeles Police Department successfully apprehended a known wanted Federal fugitive this afternoon in the area of 6 th and Peabody Streets.

Daniel William Markishtum, age 26, previously of Neah Bay , Washington , was wanted for a federal felony probation violation. Port Angeles Police was notified by another cooperating law enforcement agency Markishtum was at a specific residence on 6 th Street . Initial reports indicated Markishtum was armed with a handgun.

A Port Angeles Police Detective Sergeant and an OPNET Detective located the Markishtum's vehicle at the residence and conducted surveillance. Assistance was requested from the Sequim Police, Clallam County Sheriff's Department, and the U.S. Border Patrol.

Nearby streets and the alley were blocked while officers initiated an operation to surround the residence. Spike stripes were placed behind the vehicle. A Port Angeles Police Officer trained in negotiations initiated contact with the suspect. Markishtum was given direct commands to come out of the building and after approximately 10 minutes complied with officers and came out of the house and was taken into custody without incident.

Daniel William Markishtum was transported to Clallam County Jail and remains in custody of the US Marshal Service.

PREVIOUSLY CONVICTED CHILD MOLESTER SENTENCED TO 43 MONTHS
After a pre-sentence investigation, Brian C. Taylor-Rose, age 31, of Port Angeles , was sentenced today in Clallam County Superior Court to 43 months for Third Degree Child Molestation. Taylor-Rose pled guilty on August 15, 2009.

On May 15, 2009, while investigating a report that a young boy had been molested in a residence on the west side of Port Angeles , Detectives Kevin Spencer and Jason Viada located, apprehended, and arrested Taylor-Rose. On May 18, 2009, Taylor-Rose was charged with First Degree Child Molestation.

Taylor-Rose has a previous conviction for a very similar Child Molestation incident that also occurred on the west side of Port Angeles.

SUSPECT CHARGED IN CHILD RAPE & MOLESTATION CASE

On August 28, 2009 a family came to the Port Angeles Police Station and reported to Officer Mike Johnson that their minor daughter had been victimized repeatedly by an acquaintance of the family. After Officer Johnson completed an initial investigation, the case was accepted for further investigation by Port Angeles Police Department Detectives.

Port Angeles Police Department logoOn September 4, 2009, Larry M. (Marshal) Worley, (age 27) of Port Angeles, was arrested by Detective Jason Viada. “Because of the thorough initial investigation completed by Officer Johnson, detectives were able to promptly complete the follow-up investigation,” Detective Viada.

Worley was charged with a series of fifteen felony crimes that consist of five counts of child rape and ten counts of child molestation all pertaining to this one victim.

Bail has been set for $100,000. Worley remains in custody at the Clallam County Jail awaiting further court proceedings. A trail date of October 26, 2009 has been set for Clallam County Superior Court.

SUSPECT CHARGED IN CHILD LURING CASE
On 09/17/2009, at about 7:19 a.m. Port Angeles Police Officers responded to the area of the Port Angeles High School to a report that a man who smelled of alcohol had tried to convince a student to get into his vehicle with him. Sergeant Barb McFall located the suspect vehicle several blocks north of the high school and stopped the vehicle.

Officer Mike Johnson arrived at the location of the stop to assist with the investigation. A portable breath test indicated that the driver's blood alcohol content was .24, three times the legal limit for driving.

Officer Clay Rife, the department's school resource officer, spoke with a victim and a witness at the high school. The suspect was taken into custody and booked into the Clallam County Jail after DUI processing. Officer Rife continued to coordinate the investigation.

On 09/18/2009 Josh R. Reinke (22) of Port Angeles was charged in Clallam County Superior Court with Luring of a Minor Under 16 Years Old and Driving Under the Influence. Judge S. Brooke Taylor released Reinke with several conditions of release, which include a restriction that Reinke is not to be within 1000 feet of any school, public or private.

Reinke's next court appearance is October 22, 2009 in Clallam County Superior Court.

“The suspect was apprehended quickly due to teamwork between alert private citizens, 911 dispatchers, and patrol officers”, stated Detective Jason Viada. “And as part of our effort to tailor the service that we provide to this community, the Department has made the investigation of crimes against children an absolute priority.”

POLICE ARREST SUSPECTED BURGLAR
PAPD LogoOn September 10, 2009, at about 12:43 a.m. a witness called 911 to report that a suspect had just broken out a window of a local business located in the 600 block of East First Street .

The suspect took items from the business before fleeing on foot. Officer Dallas Maynard and Officer Brian Stamon located the suspect a block away from the crime.

Officer Allen Brusseau and his K-9 partner, Kilo, were called to the scene. An evidence search was conducted. Officer Brusseau and K-9 Kilo located numerous items of evidence, including the jacket that the suspect was wearing at the time of the crime as well as items taken from the business. Also located was a large rock that the suspect had used to break the window.

During the evidence search Officer Brusseau and K-9 Kilo located an electronic fish finder device. This led officers to another local business where they found a boat that had been broken into.

The suspect, twenty-six year old transient, James Edward Belt, was booked into the Clallam County Jail on charges of Burglary in the Second Degree, Malicious Mischief in the Second Degree, Theft in the Third Degree and Vehicle Prowling Second Degree.

Fourth Defendant Sentenced in Port Angeles Home Invasion Robbery Case

Aug. 18, 2009 - During the evening of September 9, 2008 Port Angeles Police Officers responded to a report of an armed home invasion robbery that had just occurred at a residence on the West side of Port Angeles. The victim reported to police that four subjects, including one armed with a shotgun, robbed him at gunpoint at his residence and then fled. Given the gravity of the crime, all five Port Angeles Police Dept. Detectives were called out. Initial response patrol officers immediately spotted and subsequently pursued the fleeing suspect vehicle. Officers and detectives from multiple agencies responded to the scene in Port Angeles or to the scene in Port Townsend where the pursuit eventually ended. All four suspects (later determined to be from Kent WA) were apprehended. At least two of the suspects were retrieved from the water in downtown Port Townsend.

Evidence, including live 12 gauge shotgun, ammunition, and cash was also recovered from the water. The suspect vehicle was recovered and a loaded short-barreled 12 gauge shotgun was found during a search of the trunk of the vehicle. All four suspects were charged with felony Robbery. Two of the suspects cooperated with the investigation and entered pleas of guilty to "Robbery II".

On May 13, 2009 Delandre R. Woods of Kent WA pleaded guilty to "Burglary 1st While Armed with a Firearm". On June 11, 2009 Paul L. Sutton also of Kent , WA , pleaded guilty to "Robbery 2nd While Armed with a Firearm". Sutton was subsequently sentenced to 42 months confinement in the WA State Prison system. On August 20, 2009 Woods was sentenced to 75 months confinement in the WA State Prison system.

The case and subsequent investigation involved the entire Port Angeles Police Department Detective Bureau and multiple officers from the Port Angeles Police Dept (PAPD). It also involved officers or detectives from the Clallam County Sheriff's Dept., the Sequim Police Dept, the Jefferson County Sheriff's Dept., and the Port Townsend Police Department. PAPD Officers and Detectives logged over 150 hours on the case for initial crime scene response, follow up investigation, and case follow up during trial preparation.

ADULT FAMILY HOME NURSE CHARGED WITH THEFT AND MONEY LAUNDERING
July 1, 2009 - An adult family home nurse has been charged in Clallam County Superior Court with six counts of theft in the first degree and one count of money laundering. Rhonda R. Goudie made her first appearance in court on Friday, June 26th and was arraigned on June 30th .

The Port Angeles Police Department began an investigation concerning the adult family home in the 1700 block of W. 11 th on June 3 rd , 2009 when a DSHS investigator reported problems to The Port Angeles Police Department. Officer Dallas Maynard started the investigation and then turned the case over to Port Angeles Police Detectives.

Port Angeles Police Department Detectives obtained search warrants for six different bank accounts and began interviewing potential witnesses. The Department of Social and Health Services issued a suspension for the home on June 16 th and placed the patients in other homes.

Theft in the first degree involves a theft over $1500 in value. Money laundering is conducting a financial transaction involving the proceeds of specified unlawful activity.

The investigation revealed that Rhonda R. Goudie had committed theft on six different occasions that was well over the level of theft in the first degree.

ARREST MADE FOR LURING CHILDREN

On June 22, 2009 Port Angeles Police Department Detectives arrested Donald A. Halkett for the crime of "Luring Children". Halkett, 68 years old and from Port Angeles, was arrested after a criminal investigation that was initiated on June 7, 2009.

The Port Angeles Police Department had received complaints that a male matching Halkett's description had entered a building at Lincoln Park where families were holding a birthday party. The subject approached several children at the party and attempted to have at least one of them follow him away to see "magic tricks". Parents were initially unable to get the subject to leave the party.

He was described as an elderly male with gray hair, distinctive missing front teeth, and predominant long "canine" or "eye" teeth. Several patrol officers recognized the subject information as that matching a male known to them from prior contacts. The description matched Halkett who had reportedly moved from to Port Angeles from San Jose, CA.

After his arrest Halkett was placed on a 72 hour hold. On June 25 the County Prosecutor's Office filed felony charges. He was charged with one count of WA Revised Code 9A.40.090 which is a Class C Felony. The statute makes it a criminal offense for a person the lure or attempt to lure a minor into any area or structure that is obscured. His second court appearance is pending.
