LINCOLN PARK MASTER PLAN DEVELOPMENT
PARKS, RECREATION & BEAUTIFICATION COMMISSION TO HEAR LINCOLN PARK MASTER PLAN REPORT
ParkPort Angeles residents are invited to attend the Parks, Recreation and Beautification Commission special meeting on Wednesday, February 15, 2012, at 6:00 p.m. in City Council Chambers.  Purpose of the meeting is to receive an updated consultant report and presentation regarding the progress of the Lincoln Park Master Plan, as well as receive public comment.

This is the second of a series of public meetings the City of Port Angeles, Port of Port Angeles, and consultant, HBB Landscape Architecture, will conduct in developing a master plan for Lincoln Park.

“The last public meeting was very well attended. Valuable information and opinions were traded by those in attendance”, Richard Bonine, City of Port Angeles Recreation Services Manager.  “This upcoming meeting is yet another avenue for the public to voice their opinions and hear what their neighbors have to say.”

PUBLIC MEETING / NOVEMBER 30, 2011
Port Angeles residents were invited to give ideas and suggestions for possible redevelopment of Lincoln Park on November 30, 2011, in the Vern Burton Memorial Community Center at 308 East 4th Street in Port Angeles.

This was the first of a series of public meetings the City of Port Angeles, Port of Port Angeles, and consultant, HBB Landscape Architecture, will conduct in developing a master plan for Lincoln Park. “It is vital for the public to become involved in the planning phase”, said Richard Bonine, City of Port Angeles Recreation Services Manager. “Citizen input gathered at these meetings will help shape the master plan, which will be a valuable tool in determining possible future uses of Lincoln Park.”

Basketball Tournament Schedule 2011-2012
BasketballOur basketball tournaments offer the opportunity for men's and women's teams along with boys and girls from 5th grade all the way up to high school to participate.

All tournaments have a $250.00 entry fee with a four game guarantee. Sponsor's plaques will be awarded to first place and awards for other placings will be determined on the number of entrants. Championship shirts will be given in all divisions.

HURRICANE RIDGE in WINTER...and the Road is Open!
Hurricane Ridge InfoHurricane Ridge Road is open daily, weather permitting, beginning December 17, 2011. Call the Road & Weather Hotline at 360-565-3131 for current information or Visit Hurricane Ridge in Winter for road conditions, updates and closures.

Hurricane Ridge is one of the Olympic National Park's most accessible mountain destinations, located just south of Port Angeles. Hurricane Ridge is the place to be for outdoor winter recreation! Opportunities abound for snowshoeing, downhill and cross-country skiing, childrens' sledding and more!

All vehicles are required to carry chains when traveling the Hurricane Ridge Road in winter. All Points Charters & Tours offers shuttle service from downtown Port Angeles to Hurricane Ridge with twice-daily service Wednesday through Sunday through the end of March. WINTER SCHEDULE FOR CITY PUBLIC RESTROOMS
City public restrooms at the following locations will be on the winter schedule starting Monday, November 7, 2011.

SnowflakeEdiz Hook, Shane Park, Elks Playfield, Downtown Restroom, City Pier, Erickson Park, and Lincoln Park.

Restrooms will be open Monday through Friday from 7:00 a.m. to 3:30 p.m. and Saturday and  Sunday from 7:00 a.m. to 5:00 p.m.  Restrooms at The Gateway will be open daily from 7:00 a.m. until 8:00 p.m. 

All City public restrooms will  be closed on Thanksgiving Day and Christmas Day.

Schedule is subject to change.  During the winter, severe weather and sustained below-freezing temperatures may require periodic restroom closures to prevent pipes from freezing and bursting.



WATERFRONT - OLYMPIC DISCOVERY TRAIL UPDATES

UPDATE - WATER MAIN BREAK / Section of Olympic Discovery Trail Open
Posted February 3, 2012 at 11:25 a.m. - On February 2, 2012, a break occurred in the 8-inch water line located near the Olympic Discovery Trail on the Milwaukee Grade in the area of 10 th and 14 th Streets.  This section of the Trail was closed while City crews responded to make repairs.

This section of the trail was reopened this morning.

WATERFRONT / OLYMPIC DISCOVERY TRAIL and VALLEY CREEK CULVERT CLEANING PROJECT

TrailBeginning on Wednesday, February 1, 2012, at 12 p.m., pedestrian traffic revisions will be necessary along the Waterfront / Olympic Discovery Trail near the Valley Creek Estuary Park to allow for sidewalk replacement.

The Trail will remain open with a detour around the construction site. Work is expected to be completed on the afternoon of Friday, February 3, 2012.

Our goal is to complete the project safely with as little inconvenience as possible to the public. The workers appreciate your understanding and patience. Please note that as with all projects - dates may change, and work may be extended depending on weather, progress and conditions.

WORK DELAYED
Posted December 15, 2011 - Work to repair the section of the Waterfront & Olympic Discovery Trail located between the east side of the Rayonier Mill parking lot at the footbridge, to the approximate area where the trail begins to curve to the south near Morse Creek, has been discontinued for the winter. The trail is open.

The project will resume in early spring to finish planting and repairs to the asphalt.

PARKS & RECREATION 2011 MASTER PLAN
The Parks and Recreation Master Plan will provide a road map for providing high quality Parks and Recreation facilities for residents and visitors to the City of Port Angeles. This plan includes a detailed inventory of existing parks, recreation facilities and recreational programs currently owned and/or operated by the City of Port Angeles. The community and staff involvement in the production of this document has provided a wide variety of opinions as to the best possible path for the parks and recreation future for the next five years.

The resulting recommendations lay out the framework to a quality park and recreation system that emphasizes the personal, community, economic and environmental benefits of parks and recreation. Recognizing that this path will not be straight or short, the plan provides tools to guide decision making and project implementation over the next five years and beyond. This plan has also taken into consideration the limited funds the City of Port Angeles has available to invest in the Parks and Recreation Divisions. A pragmatic and realistic list of recommendations has been included for consideration.

SHANE PARK PLAYGROUND EQUIPMENT
FUNDRAISING for SHANE PARK PLAYGROUND EQUIPMENT

The size of the new playground will be approximately 111 feet x 57 feet and feature several slides, climbing areas, swings, and safety surface area. The total cost for the new playground is $130,000. While the City has set aside $60,000 in the 2011 budget for this project, the remainder still needs to be raised before equipment is purchased.

PATROLS & ENFORCEMENT AT CITY SKATE PARK
Posted April 29, 2011 - The Port Angeles Police Department will increase patrol emphasis in the City Skate Park in response to citizen and staff complaints regarding bicycles operating inside the Skate Park.

Example of Park SignsPer Port the Angeles Municipal Code, it is unlawful for persons to operate a bicycle inside the City Skate Park.   Sitting on a bicycle inside the Skate Park is construed as operation .   Bicycle use damages the park and can create safety issues for the skate board users .

Persons engaged in willful violations can, as a minimum, expect to be:

•  Issued a 90 Day trespass notice.   This means the person will be considered a trespasser if found inside the Skate Park for the next 90 days.   Police officers can arrest and book into jail persons who trespass after getting a trespass notice.

•  Cited into court for a misdemeanor.  A first violation carries a potential fine of $500 and up to 30 days in jail. Penalties increase with multiple offenses and a third offense is charged as a gross misdemeanor with potential fines and jail time of $5,000 and six months, respectively .

Police Officers have the option of clearing and closing the park at any time as a response to continued violations.    Officers will also confiscate any unattended bicycles left inside the Skate Park.   Officers have been and will continue to use the cameras at the Skate Park to identify repeat violators.

Citizens observing violations are encouraged to call the Port Angeles Police Department at 452-4545. Both the Police and Parks & Recreation ask for the community's help in keeping our City parks safe and clean for everyone to use and enjoy.

GIFT CATALOG & MEMORIALS
The Community Parks Gift Project provides an opportunity for residents to be personally involved in maintaining the special character of our community. From trees to trails, drinking fountains to outdoor play equipment, the Gift Project catalog contains a partial listing of those projects within our parks that need funding. Our area offers a wide range of parks and recreational facilities, including four regional parks, ten neighborhood parks, five viewpoints, three memorial/historical sites, a stadium, pool, community center and senior services community complex.

FlowersThe intent of this program is to give individuals, organizations and businesses an opportunity to support those projects and facilities of greatest interest. A gift can be made in memory of a loved one, in the name of the donor, or remain anonymous. Gift possibilities are many and varied, ranging from benches and barbecues to playground equipment, William Shore Memorial Pool, larger capital improvement projects, outdoor play equipment and the Vern Burton memorial Community Center.

MEMORIAL & DONATION POLICY
The Parks Commission adopted a new policy for memorials and donations as of October 20, 2005.

Pink flowersThe purpose of this policy is to establish guidelines, standards and procedures for the installation and care of donated park improvements, either as a result of a cash or physical property donation.

These donations may include, but are not limited to, park benches, bicycle racks, picnic tables, public art, monuments (by exception only), drinking fountains, flags, and other types of park trails accessories. This policy does not apply to buildings or land.

The City desires to encourage donations while at the same time manage aesthetic impacts and mitigate on-going maintenance cost.

Guidelines established by this policy will apply to all donations made after the effective date of this policy. Donations made prior to the adoption of this policy shall be subject to applicable sections of this policy. This policy is also designed to provide guidelines for individuals or groups should they desire to decorate, landscape or adorn a donation, such as a tree, bench, or picnic table on city owned property.

Standards established by this policy will apply to purchased equipment, installation techniques, donation acknowledgements, decoration and long term care of all donations made after the adoption of this policy.

COMMUNITY ATHLETICS PROGRAMS - NON-DISCRIMINATION POLICY
The purpose of the Community Athletics Programs Non-Discrimination Policy is to ensure that the City of Port Angeles community athletics programs and related facilities and third-party sponsored community athletics programs do not discriminate against any person on the basis of sex in the operation, conduct, or administration of community athletics programs for youth or adults.

The intent of this policy is to expand and support equal participation in community athletics programs and to provide all community athletics programs with equal access to city facilities.
