COMMERCIAL STRUCTURE FIRE AT PARKER PAINT

At 5:35 PM, on Monday, July 19, 2010, Port Angeles Police Officers responded to a report of an alarm sounding at Parker Paint, located at 201 E. Front Street . When the first officer arrived, he saw that the paint store was filled with smoke. He notified dispatchers who in turn notified the Port Angles Fire Department.
The four firefighters on duty were treating a medical aid patient at the time that the call came in. Two firefighters immediately responded with the fire engine and requested a "General Alarm" for off-duty career and volunteer personnel.
When the first fire engine arrived, the firefighters aboard quickly set up a "deck gun" and immediately started flowing water through street level windows on the west side of the building. This operation kept the fire in check until additional firefighters arrived, forced entry into the structure and extinguished the fire with a hoseline.
Fire damage was contained to the lower level of the paint store. There was smoke and water damage throughout the structure as well. There was no fire damage in the adjacent restaurant.
Port Angeles firefighters responded with 1 engine, a medic unit, a ladder truck and a breathing air unit. Clallam County Fire District #2 (CCFD#2) responded with an engine and 6 personnel. Additionally, CCFD#2 staffed a standby medic unit at the Gales Addition Station and a full engine company at the Port Angeles Fire Station.
A total of 32 personnel either responded to the scene or to stations for coverage. There were no injuries, the buildings were closed at the time of the fire.
The cause of the fire is under investigation. There is no estimate at this time as to the dollar loss to the structure or the contents.

PORT ANGELES FIRE DEPARTMENT & CLALLAM COUNTY FIRE DISTRICT #2 CONSOLIDATION FEASIBILITY STUDY
Posted July 9, 2010 - This study is the culmination of a two year process that examined all of the various issues to be considered as a part of the potential consolidation of the two agencies.
A number of issues have prompted the effort to explore the consolidation. On the part of Clallam County Fire District #2, the motivation is to improve service delivery in the most cost-effective manner. Currently, the District relies entirely upon volunteers for all fire suppression services.
While fire suppression capability is obviously important, what may not be so obvious is that well over 80% of all calls responded to (in both the District and the City) are for EMS-related events. EMS services are also provided by volunteers and by a private ambulance provider when they are available. Since EMS calls are so prevalent, one of the primary goals of consolidation is to increase the availability of EMS response units and reduce their response times.

On the part of the Port Angeles Fire Department, the need is to continue to provide the level of service that the City has been providing and that the citizens expect. This is becoming increasingly difficult, especially considering that the Department has not added personnel resources for nearly 20 years, during a period when calls for service have have dramatically increased.
In addition, there is a need to ensure long-term financial stability for the Department – especially during this difficult financial time when the City is faced with competing priorities.

FIRE EXTINGUISHED AT PEN PLY MILL On Tuesday, March 2, 2010, at 8:10 p.m., the Port Angeles Fire Department was dispatched to a fire at the Pen Ply mill. The fire started above one of the plywood dryers and traveled horizontally along the underside of the roof structure, above the fire sprinklers. The mill's fire sprinkler system helped control the fire, and the PA Fire Department coordinated with mill employees to locate and access the fire and ensure it was completely extinguished.
Firefighters responded to the scene from the Port Angeles Fire Department and Clallam County Fire District #2. In addition, Clallam County Fire District #3 assisted by staging equipment and personnel at the Port Angeles station to provide coverage for the city while PAFD resources were at the fire. In all, over 30 firefighters responded to the scene. The response included three fire engines, one ladder truck, one rescue, one ambulance, one mobile breathing air unit, and a Chief's vehicle.
Based upon an initial assessment, the mill sustained little, if any, structural damage. Several large electrical motors were damaged, as well as some electrical conduit. It is likely the impact on the mill's production will be minimal.
"What is notable about this fire is the level of cooperation and coordination provided by mill staff. This level of participation by the mill employees helped make this a truly positive outcome", Chief Dan McKeen.
FIREFIGHTERS RETURN from HAITI RELIEF EFFORT Our Port Angeles Firefighters have all safely returned from the relief effort in Haiti! The team is very glad to be home safe and sound, but after a good shower and seeing their families, they all felt they strongly about going back as there is still so much more needing to be done.
The Firefighters estimated that they provided basic medical treatment to at least 100 people per day during the ten days they were actively working in Haiti. They also provided advanced medical aid to approximately 30 people per day and also assisted in transporting others to hospitals when possible.
Our team is overwhelmed by the outpouring of strong support from our local community and is extremely thankful for this support in making the trip possible. The group plans on making a report at the February 16 City Council Meeting.
BACKGROUND INFO In conjunction with Mission Aviation Fellowship (MAF), a major faith-based relief organization, five Port Angeles Fire Department personnel are in Haiti in order to assist with much-needed emergency relief efforts.
Captain Jamie Mason, Lieutenant Kevin Denton, Firefighter/Paramedic John Hall, Firefighter/Paramedic Mark Karjalainen and Firefighter/EMT Bryant Kroh departed from Port Angeles on January 23. After a brief stopover in Florida , the team entered Haiti by air either via Port au Prince or through the Dominican Republic .
Once on the ground, the team will liaison with representatives from MAF, then they will proceed to utilize their emergency medical and rescue skills to provide as much aid as they can, wherever they are able. The group plans to return to Port Angeles on February 3rd. The team will be completely self-sufficient, bringing their own food, equipment, rescue tools, personal protective gear and medical supplies.
This trip is being funded entirely by the personnel participating, with some assistance from private donations. Almost every member of the Fire Department is contributing in some way, either through monetary donations or by arranging their work schedules to enable the personnel to go. As an example, a Port Angeles Fire Department paramedic who is unable to accompany the team, is not only working shift trades, he donated $500 personally to the effort.
The generosity of the community has also been wonderful. The Independent Bible Church has donated air miles and Olympic Medical Center, Wall Mart, and Home Depot are also making a donation.

Medic I Utility Cost of Service Study - 2010 October 28, 2009 - The City of Port Angles Medic I program is structured as a utility - supported through an Enterprise (Medic I) Fund using transport charges, a monthly utility charge, and a General Fund contribution.
The Medic I Fund is structured around a cost of service approach, with the first cost of service study completed in 2005. It is the purpose of this study to identify Medic I's cost of providing ambulance and EMS services to its customers and to propose rate adjustments that more closely reflect the utility's present cost structure.
The Medic I Utility Cost of Service Study - 2010 is available below. City Council will review and discuss this study at a future City Council meeting.

PA FIREFIGHTERS - STAIRCLIMB RESULTS City of Port Angeles Firefighter Stairclimber Team comprised of Jake Patterson, Bryant Kroh, Daniel Montana, Trevor Warren, Jeremy Church and Mark Karjalainen finished in 65th place out of 139 departments in 2009 Scott Firefighter Stairclimb held on Sunday, March 8, 2009. Over 1500 firefighters from across the United States, Canada and around the world gathered to race to the top of the Columbia Tower Building in Seattle.
Firefighters ran up 69 flights of stairs in full gear including self-contained breathing apparatus in this timed event.

This was PA Firefighter Jake Patterson's fifth time up the Tower. Last year Patterson posted the best time for Port Angeles with a time of 18 minutes to climb the 69 flights of stairs. Kroh, Church and Karjalainen made their second trip up the stairs with Montana and Warren experiencing their first climb. Retired Firefighter Brian Wheeler assisted at the halfway mark to help climbers change air tanks.
At 788 feet of vertical elevation, the Columbia Center (formerly Bank of America Tower) in downtown Seattle stands as the second tallest building west of the Mississippi. It takes 69 flights of stairs and 1,311 steps to reach the highly acclaimed observation deck overlooking Seattle and the surrounding area.
The Scott Firefighter Stairclimb supports the mission of The Leukemia & Lymphoma Society, raising money through sponsorships, individual and department fundraising, and entry fees.

PORT ANGELES FIRE & RESCUE NEW LOGO March 2009 - Over the past eight years, the Fire Department has functionally consolidated various activities and functions with our adjoining fire district - Clallam County Fire District #2.
Each functional consolidation between agencies has shown that both departments are progressively changing to meet the needs of our citizens. This joining of resources has never been more important as our demands have been increasing at a time when our financial resources have been struggling.
The formation of an ad-hoc committee to explore the feasibility of a full consolidation is moving forward. Based upon the committee's recommendation, we may be combining both departments into a single more efficient organization.
With the single combined organization, comes the need to choose a new name and patch. The name and patch will depict our combined area and remind us of our evolving mission. In addition, by choosing a new name and patch now, it gives our consolidation effort an identity - an important step in bringing two departments with a long tradition together.
Each firefighter from the two departments was given the opportunity to submit a proposed name and a proposed patch. A committee comprised of an equal number of career and volunteer firefighters paired the submittals down to three. The entire membership of both departments was given the opportunity to vote on the final selection. The selected patch with the name is shown above. Click on the graphic to view larger image size. There will likely be some minor modifications to the patch.
The new name and patch will only be used if the consolidation effort moves forward and is successful.
Public Safety Advisory Board Members of the Public Safety Advisory Board advise and make recommendations to the City Manager, Chief of Police, and Fire Chief concerning the provision of public safety services within the City to enhance Police Department and Fire Department-community relations. The Board reviews and makes recommendations concerning Police and Fire Department policies, procedures, programs, accreditation standards, and budgetary implications; reviews the qualifications and performance of licensees under Chapter 5.08 of the Port Angeles Municipal Code; and promotes public awareness of the City's Police and Fire services and programs.
It also holds public meetings from time to time to solicit public input regarding public safety services and programs; serves as a liaison between the Police and Fire Departments and the community; apprises the City Council, City Manager, Chief of Police and Fire Chief of the community's need for public safety services; and encourages individuals and community groups to assist in the police and fire programs and services, including the provision of funds, manpower and capital.
The Public Safety Advisory Board reviews and makes recommendations concerning such other and further matters as may be referred to the Board, from time to time, by the City Council, City Manager, Police Chief or Fire Chief; and reviews and makes recommendations regarding legislative changes affecting public safety services in Port Angeles. All members shall either be City residents or work or attend school within the City. The Board meets the 4th Tuesday of each month, at 6:00 p.m., at the Port Angeles Fire Hall.

An effective public education program should start with persons at an early age and continue throughout their lives.
Obviously the content and delivery will change as the audience grows older and matures.
The Port Angeles Fire Department provides public education opportunities for thousands of individuals ranging from pre-schoolers to senior citizens.
Investigations:
The Fire Prevention Division investigates all significant fires that occur in the City.Fires are investigated in order to determine the origin of the fire and the cause of the fire.Finding the origin and cause of a fire can help investigators determine whether or not a crime has occurred, but more importantly, the investigation may enable the Department to prevent a similar occurrence through directed prevention efforts.
If a fire is determined to be suspicious in nature, The Fire Department investigators work closely with the Police Department in order to process the scene and follow-up with necessary investigative work.The Port Angeles Fire Department also works closely with local and regional fire investigation teams.
