POLICE AND FIRE RESPOND TO HEROIN OVERDOSES
On May 14, 2013, at approximately 1:48 p.m., Port Angeles Police and Fire Department units responded to a 911 call at a residence in the 700 block of South Ennis Street. The initial report indicated a male subject had not been breathing for up to 45 minutes. Emergency personnel arrived and attempted to resuscitate the subject. They were unsuccessful and the subject was pronounced dead at the scene.
Investigating officers determined the deceased had reportedly taken a dose of heroin earlier in the day. Their investigation led to other facts to establish probable cause to arrest David Zavodny for “Controlled Substance Homicide” (RCW 69.50.415) and “Unlawful Drug Paraphernalia Delivery to a Minor” (RCW69.50.412). Zavodny was booked into the Clallam County Jail on the two charges and the case was referred to the County Prosecutor.
In the last ten days, Port Angeles Fire and Police personnel have responded to five reported heroin overdoses. Two other unrelated instances occurred on the same day and in three of the five instances paramedics found the patients in full cardio-respiratory arrest. These instances of heroin overdoses are far beyond the normal number of these types of incidents in Port Angeles.

FIRE DEPARTMENT ANNUAL PANCAKE BREAKFAST - June 1, 2013 The Port Angeles Fire Department's Annual Pancake Benefit Breakfast will be Saturday, June 1, 2013, from 8:00 a.m. until 11:30 a.m. at the Fire Station located at 102 East 5th Street. The Pancake Breakfast is an important fundraiser for these PAFD Auxiliary community service programs:
Scholarships
Scholarships for Port Angeles High School graduates interested in entering either emergency medical or fire service careers.
Fire Relief Baskets
Provides immediate essentials and personal items for fire victims such as phone cards, gift cards to area stores, toothbrushes, teddy bears and coloring books for children, and laundry soap.
Community Outreach Services
Community Outreach Services include Annual Fire Safety Week, Red Cross, and Fire Prevention and Safety public education, along with special support for victims left with virtually nothing with clothing and temporary housing.
This event typically draws over 500 people. So come and enjoy a great breakfast of pancakes, sausage, apple sauce, bananas, coffee and juice and support your local Fire Department and community. Cost for adults is $5.00 each, kids 3-12 are $3.00, and kids under 3 years of age can eat for free. Tickets sold at the door.

PORT ANGELES FIRE DEPARTMENT RESPONDS TO BOAT FIRE
At 12:52 p.m., on Monday, April 1, 2013, Port Angeles firefighters were dispatched to a report of a boat fire at 102 North Cedar Street, behind the Platypus Marine facility.
Firefighters responding on Engine 11 and Medic 11 reported heavy smoke showing from the area. A general alarm was requested bringing aid from Clallam County Fire District #2. Upon arrival, firefighters reported flames and smoke were showing from a large vessel on shore.
Firefighters extended hose lines onto the boat and attempted an aggressive interior attack. Conditions worsened and firefighters withdrew from the boat and extinguished the fire from the exterior. The fire was stubborn and difficult to extinguish due to the many small spaces and voids involved. The fire was contained to the forward section however there was significant smoke and water damage throughout the vessel.
Firefighters from the City of Port Angeles were assisted by personnel from Clallam County Fire Districts #2, #3, and #4.
The boat, La Rata Bastarda, is a 73-foot steel-hulled vessel built originally as a fishing boat and later converted into a yacht. Shipyard workers were conducting hot work operations in the forward area of the vessel when the fire was discovered and immediately reported.
No injuries were reported. There is no immediate estimate as to the amount of the loss.
KEN DUBUC APPOINTED AS FIRE CHIEF August 30, 2012 -
Ken Dubuc, has been appointed as the new Chief of the Port Angeles Fire Department. City Manager Dan McKeen made the appointment today. Dubuc had been serving as interim Chief as well as Fire Marshal.
“Ken's leadership and dedication to public safety makes him ideal for stepping into the role as Chief,” stated McKeen. “Chief Dubuc's excellent problem-solving skills will be of tremendous benefit to the Department, and the City, in maintaining the appropriate level of public safety for the community”.
Chief Dubuc was born and raised in a small town in northern California. He started his fire service career in 1978 as a wild land firefighter with the U.S. Forest Service. He then became a resident firefighter while attending the University of California at Davis. After graduating from Davis, Chief Dubuc entered the United States Navy and served as a Naval Officer for 12 years, attaining the rank of Lieutenant Commander.
After the Navy, Chief Dubuc continued his fire service career as a Captain at the Skywalker Ranch Fire Department in northern California. He then accepted a position with the Vancouver, Washington, Fire Department. Chief Dubuc left Vancouver to become the Assistant Chief/Fire Marshal in Port Angeles, where he has served for the last 11 years.
Chief Dubuc has a Bachelor's Degree in Natural Resource Sciences from University of California at Davis and a Master's Degree in Public Administration from Washington State University. Ken and his wife, Teresa, have been married for over 21 years.
HISTORIC FIRE HALL / CONDITIONS ASSESSMENT & COST ANALYSIS City Archaeologists Derek Beery provided this presentation to the City Council at the August 2, 2011, meeting. The presentation summarizes the final condition assessment and cost analysis report on the property located at 215 South Lincoln Street.

A core budget of $1.05 million was suggested to improve and modernize the building shell and core. The suggested additional budget for tenant improvements is subject to the type of occupancy and varies from approximately $800,000 for standard office/professional services to approximately $1.2 million for functionality that could include commercial / kitchen / community hall type facilities.

MEDIC I UTILITY COST of SERVICE STUDY The City of Port Angles Medic I program is structured as a utility - supported through an Enterprise (Medic I) Fund using transport charges, a monthly utility charge, and a General Fund contribution.
The Medic I Fund is structured around a cost of service approach, with the first cost of service study completed in 2005. It is the purpose of this study to identify Medic I's cost of providing ambulance and EMS services to its customers and to propose rate adjustments that more closely reflect the utility's present cost structure.

PORT ANGELES FIRE & RESCUE NEW LOGO March 2009 - Over the past eight years, the Fire Department has functionally consolidated various activities and functions with our adjoining fire district - Clallam County Fire District #2.
Each functional consolidation between agencies has shown that both departments are progressively changing to meet the needs of our citizens. This joining of resources has never been more important as our demands have been increasing at a time when our financial resources have been struggling.
The formation of an ad-hoc committee to explore the feasibility of a full consolidation is moving forward. Based upon the committee's recommendation, we may be combining both departments into a single more efficient organization.
With the single combined organization, comes the need to choose a new name and patch. The name and patch will depict our combined area and remind us of our evolving mission. In addition, by choosing a new name and patch now, it gives our consolidation effort an identity - an important step in bringing two departments with a long tradition together.
Each firefighter from the two departments was given the opportunity to submit a proposed name and a proposed patch. A committee comprised of an equal number of career and volunteer firefighters paired the submittals down to three. The entire membership of both departments was given the opportunity to vote on the final selection. The selected patch with the name is shown above. Click on the graphic to view larger image size. The new name and patch will only be used if the consolidation effort moves forward and is successful.
PUBLIC SAFETY ADVISORY BOARD Members of the Public Safety Advisory Board advise and make recommendations to the City Manager, Chief of Police, and Fire Chief concerning the provision of public safety services within the City to enhance Police Department and Fire Department-community relations. The Board reviews and makes recommendations concerning Police and Fire Department policies, procedures, programs, accreditation standards, and budgetary implications; reviews the qualifications and performance of licensees under Chapter 5.08 of the Port Angeles Municipal Code; and promotes public awareness of the City's Police and Fire services and programs.
The Board shall consist of 12 members, who shall meet the following criteria, provided that a majority of the members shall be City residents:
A. All members shall either be City residents or work or attend school within the City;
B. At least two members shall be owners or managers of businesses located within the City;
C. One member shall be a representative from the Port Angeles School District #121.
D. At least one member shall be a high school student that is recommended by school administration.
E. One member shall be affiliated with an associated EMS agency that operates in the City of Port Angeles.
F. Other members shall be selected, to the extent feasible, to represent diverse segments of the community.
G. Eligibility shall not extend to defendants in any pending criminal matter before the courts nor to those individuals under active supervision by the Department of Corrections.
H. The Chief of Police and the Fire Chief shall serve as advisors to the Board.
It also holds public meetings from time to time to solicit public input regarding public safety services and programs; serves as a liaison between the Police and Fire Departments and the community; apprises the City Council, City Manager, Chief of Police and Fire Chief of the community's need for public safety services; and encourages individuals and community groups to assist in the police and fire programs and services, including the provision of funds, manpower and capital.
The Public Safety Advisory Board reviews and makes recommendations concerning such other and further matters as may be referred to the Board, from time to time, by the City Council, City Manager, Police Chief or Fire Chief; and reviews and makes recommendations regarding legislative changes affecting public safety services in Port Angeles. All members shall either be City residents or work or attend school within the City. The Board meets the 4th Tuesday of each month, at 6:00 p.m., at the Port Angeles Fire Hall.

The Port Angeles Fire Department offers a variety of services and programs to help educate the public on proper fire and personal safety.
Education: A vital part of any effective fire prevention program is an active public education effort.The most cost-effective way to combat the fire problem is to prevent fires before they start, and the most cost-effective way to prevent fires from starting is to educate the public about fires.
An effective public education program should start with persons at an early age and continue throughout their lives. Obviously the content and delivery will change as the audience grows older and matures.The Port Angeles Fire Department provides public education opportunities for thousands of individuals ranging from pre-schoolers to senior citizens.
Investigations:
The Fire Prevention Division investigates all significant fires that occur in the City.Fires are investigated in order to determine the origin of the fire and the cause of the fire.Finding the origin and cause of a fire can help investigators determine whether or not a crime has occurred, but more importantly, the investigation may enable the Department to prevent a similar occurrence through directed prevention efforts.
If a fire is determined to be suspicious in nature, The Fire Department investigators work closely with the Police Department in order to process the scene and follow-up with necessary investigative work.The Port Angeles Fire Department also works closely with local and regional fire investigation teams.
