With the direction provided by the City Council, the dedication provided by our employees, and the support of our citizens, the City of Port Angeles will continue to provide the highest level of municipal services possible and protect the quality of life so cherished by our community.

Providing the highest level of services and balance amidst an environment of diminishing resources is clearly a challenge. However, we do see positive signs as new construction and building increases and people talk about the City's future in a positive light.

All members of the Finance Department uphold the highest industry standards in all functions from budgeting, accounting, debt and cash management, financial planning, customer services, systems management, pc and software support, reprographics, utility billing and web site design and maintenance.

Functions:

Organizational structure of the Finance Department Administration oversees and directs all finance functions, including budgeting, accounting, debt and cash management, financial planning, and customer services. This division also includes finance software support, and budget preparation and publication. Accounting Division provides financial services including accounting, accounts payable, accounts receivable, payroll, utility billing, general ledger, investments, and cash management. This division provides financial and budgetary reports for all users of such information and is responsible for the preparation of the budget and the comprehensive annual financial report. Customer Services Division is responsible for providing centralized cashiering, meter reading, utility billing, credit and collection, and customer service in support of the City's electric, water, wastewater, and solid waste utilities. Additionally, central switchboard operations are the responsibility of this division. Information Services includes system management, network and PC support, and hardware and software acquisition. Telephone system support is also provided by this division. Information Services is funded through an Internal Service Fund. Reprographics is responsible for running the mailroom/copy center. Staffed via a contract with Diversified Resource Center, Reprographics provides assistance in running large copy jobs, delivers packages and faxes, picks up and delivers mail to the post office, stuffs and mails utility bills, and posts the every day mail as well. Improve the Financial Stability of Port Angeles

Goals:

  • Improve reporting formats on the new computer system.
  • Update and improve the 5 year financial forecast to provide strategy for future budgets.
  • Promote Quality Municipal Services Which Serve our Community
  • Continue to provide timely and accurate utility bills
  • Continue to provide professional service and information to the public
  • Enhance and Increase Economic Development in Port Angeles
  • Enhance Work Environment and Promote Employee Excellence
  • Continue to promote employee initiative and involvement.
  • Continue to increase efficiency by using technological improvements and expanding training opportunities for employees.
  • Continue to promote employee involvement in professional organizations.
  • Implement "Click2Gov" internet based customer information system and use of internet for utility billing, collections and customer information.
  • Redesign and launch new city website and set up method to update site regularly.
  • Upgrade city document archive system, Laserfiche, to include public access to public documents.
  • Develop contingency plans for the effective continuation of services in the event of a disaster.

General Financial Objectives

To ensure delivery of an adequate level of municipal services by assuring reliance on ongoing resources and by maintaining an adequate financial base.
  • To ensure that the City is in a position to respond to changes in the economy or new service requirements without an undue amount of financial stress.
  • To maintain a good credit rating in the financial community, and assure taxpayers that City Government is well managed financially and maintained in sound fiscal condition.
  • To adhere to the highest accounting and management policies as set by the Governmental Accounting Standards Board, and other financial standards for financial reporting and budgeting.
