FACADE & SIGNAGE IMPROVEMENT PROGRAM
In July of 2009, the City Council authorized a Facade and Signage Improvement Program aimed at addressing ongoing concerns with the physical appearance of the downtown and commercial areas.
The program was established using $115,000 from the City's Community and Development Block Grant income to provide matching grants to business and property owners wish to renovate, enhance, and improve highly visible buildings along core corridors throughout the City.
The program allows applicants to request up to $10,000 for facade projects and up to $1,000 for sign improvements.
Applications are evaluated by staff and the Downtown Association for those projects located in the Central Business District based on:
Degree of visibility
Expected increase in property value
Consideration of neighborhood and historical context
Ability to proceed with the project
Additional notewothy factors

Based on staff recomendation, the Planning Commission selects which projects receive funding.
In February 2012, three rounds of Facade and Signage Improvements Grants were conducted. Nine facade and five sign improvement projects were selected, totalling $88,246 in awarded funding and representing over $260,000 in outside investment.
The presentation below was given to City Council during their February 7, 2012, meeting and shows several "before" and "after" photos.

WATERFRONT DEVELOPMENT CONCEPT
The waterfront design includes Hollywood Beach and the now-vacant “West End Park” next to the Valley Creek Estuary, with improvements to Railroad Avenue between the two. Plans have been divided into phases, enabling the City to make improvements over time as opportunity and funding sources allow.
Other portions of the WTIP include new City entry signs, directional “wayfinding” signs, and transportation-related studies giving direction on ways the City can address parking and multi-use traffic flow.

A consultant team led by Spokane-based Studio Cascade, with LMN Architects and HBB Landscape Architecture of Seattle, as well as the local engineering firm Zenovic & Associates developed the plans. Scores of residents, taking part in workshops and community meetings held last year, helped imagine and shape the design. The City-led “PA Forward Committee” advisory group also helped steer the process.
ART FRAMEWORK PLAN
The Waterfront Art Framewok Plan was developed out of the City of Port Angeles' commitment to create a memorable gathering place for residents and visitors alike. The City believes that art in public places contributes to livability, community investment, and a shared sense of belonging. The Art Framework Plan grew as a natural outcome of the Waterfront and Transportation Improvement Plan (WTIP).
The plan is intended to be implemented incrementally as an integral part of the WTIP as the waterfront is developed. The framework plan will guide public officials, architects, landscape architects, artists, and the public in creating a dynamic environment.
Sollod Studio, working in conjunction with Studio Cascade, LMN and HBB, developed the plan. Interviews with Port Angeles residents, business owners, artists, and community officials along with site visits and research formed its development.
