The City's Comprehensive Plan serves as the core of the land use controls which all other city plans, ordinances, and regulations must be in compliance with and support.
If subordinate planning or regulations, such as the City's Zoning Ordinance or Capital Facility Plan, are not consistent with the goals and policies of the Comprehensive Plan, then those documents may be determined to be unlawful and rendered invalid.
The Comprehensive Plan is the basis upon which Community Development decisions are to be made.
