The City of Port Angeles utilizes the Manager/Council form of government with a City Manager hired by the City Council.

Welcome to Port Angeles sign located on the eastern city limitsThe seven member City Council is elected at large and serve 4-year terms with a limit of three consecutive terms. The City Council elects a Mayor and Deputy Mayor from the Council to serve two year terms.


The Council meets the first and third Tuesday of each month, 6:00 p.m., in the City Council Chambers of City Hall. Public hearings are scheduled to commence at 7:00 p.m.

cROWDThe City of Port Angeles has set up three Facebook pages for public access.  These pages feature the Port Angeles Police Department, the Recreation Division, and the Community & Economic Development Department.

The City will operate and maintain these social media sources as a public service to provide information about City programs, services, projects, events, and activities.  Information posted is secondary content and features links back to the City's website for more information. 

Establishing a presence on Facebook furthers the City's goal to reach a wider audience, engage the public, deliver messages, and connect with citizens.

As directed by City Council, staff will be monitoring activity, time, and costs necessary for a six month trial period.  The City's social media policy and direct links to these Facebook pages are available at:  www.cityofpa.us/citymanager.htm#smP

VISIT WITH CITY COUNCIL AT THE FARMERS' MARKET in THE GATEWAY

Farmers Market LogoAs part of their continuing outreach to the community, the Port Angeles City Council will have a table at the Farmers' Market in The Gateway on the first Saturday of each month from 10:00 a.m. until noon. The Gateway is located at the intersection of Front & Lincoln Streets.

PUBLIC NOTICES

PUBLIC NOTICE OF DEVELOPMENT APPLICATION AND PUBLIC HEARING
On December 29, 2011, the City of Port Angeles received a shoreline substantial development permit application for the following work within the shoreline area: The application was determined to be complete on December 29, 2011. The site is legally described as being in Township 30 North, Range 6 W.W.M, Port Angeles, Washington, and is generally described as being located along the Port Angeles waterfront between Valley Street extended and Lincoln Street.

The project consists of redevelopment of public amenities along the subject corridor including a new concrete pedestrian walkway esplanade, resurface automobile and pedestrian areas, expansion and redevelopment of the Hollywood Beach area, a new west end park near the Valley Creek estuary, and a pedestrian bridge from Municipal Pier to the west side of Peabody Creek.

Written comments on the proposed development must be submitted in writing to the Port Angeles Department of Community & Economic Development, P.O. Box 2876, Port Angeles, Washington, 98362, no later than January 31, 2012.

The PORT ANGELES PLANNING COMMISSION will conduct a public hearing on the proposal on FEBRUARY 22, 2012, 6 p.m., in the City Council Chambers, 321 East Fifth Street. The application materials may be reviewed at the City's Department of Community & Economic Development. Interested parties are invited to attend the meeting, make comment on the application, and may request a copy of the decision once it is made. City Hall is accessible for persons with disabilities.

STATE ENVIRONMENTAL POLICY ACT: It is anticipated that a Mitigated Determination of Non Signficance (MDNS) will be issued for the project per WAC 197-11-340(2) following the public comment and review period that will end on January 31, 2012.

City Goals
The City of Port Angeles annually reviews and revises its goals and objectives for the coming year. The City Council and City Management meet jointly to discuss the best ways to provide services to our citizens and adopt goals and objectives to use as bench marks for decision making for the rest of the year. The City's current goals and objectives are described below.


Improve The Financial Stability Of Port Angeles
Financial StablityObjectives: Update long range financial projections/plan annually. Provide accurate and timely financial information to council, staff, and public. Monitor adherence to the financial management policy. Enhance and develop revenue options.

Ensure cost effective City operations.
Promote inter-agency/intra-agency cooperation on purchases. Sell and/or trade unused City property and equipment. Adopt funded capital facility plan on an annual basis. Monitor self-insurance/risk management program.

Maintain fire insurance rating for Port Angeles citizens. Strive for excellence in budget and financial reporting. Assess cost/benefit of annexing logical service areas. Actively pursue state and federal grants and loans. Assess cost/benefit of wellness program. Develop strategy for positive acceptance of revenue increases. Address jail costs.


Promote High Quality Of Health And Public Safety
Objectives:
Promote City/County cooperation in emergency management functions. Continue to develop community policing program with emphasis on Senior Volunteer Program, Citizens Crime Stoppers Program, and other community partnerships.

Finalize long-range disaster recovery plan. Educate public on function of Medic One. Take a proactive role on youth crime.


Enhance The Community's Quality Of Life Through Responsible Development Of Land And Stewardship Of The Natural Environment
Keeping the environment safe and cleanObjectives: Complete city-wide traffic circulation plan, including plans for a future alternative east/west route. Complete stormwater management plan/program and determine funding. Revise existing zoning code and maps consistent with City comprehensive plan.

Implement open space program. Continue to promote recycling program. Support and encourage housing opportunities for low-to-moderate income residents. Review comprehensive plan annually. Explore feasibility of providing permit assistance staffing to aid public in understanding and acquiring permits.


Maintain And Develop City Facilities, Infrastructure, And Programs
Objectives:
Implement amendment to the Port Angeles/Clallam County joint waste management plan. Maintain and enhance existing City park facilities.

Boy playing at Erickson PlayfieldSupport and assist with development of youth programs. Update and implement City's trail plan. Identify assets and inventory infrastructure and facilities.

Improve efficiency of electrical system. Fund and monitor preventive maintenance program for all buildings. Construct/maintain/repair sidewalks city-wide in accordance with City sidewalk policy. Continue planning for city-wide GIS. Support merger of City Light and Public Works.

Complete downtown sidewalk/water main program. Improve intersection at Lincoln and Blvd. Review Sign Code and other codes to ensure that business is not hampered and the public is protected. Evaluate the feasibility of moving to 90 gallon trash containers. Survey citizenry to determine priorities for new major capital facilities/projects.



Enhance And Increase Economic Development In Port Angeles and Clallam County
Objectives:
Promote local improvement districts (LIDs). Encourage City employment of youth and dislocated workers and other local workers. Support Downtown Forward program. Promote tourism. Market the Vern Burton Memorial Community Center.

Apply for grants to plan and construct multi-modal transportation center. Market Port Angeles as a desirable retirement city. Decide whether to build a municipal golf course. Support retention of existing business and industry with emphasis on natural resource dependent businesses.

Support Hurricane Ridge Ski Club. Support Marine Lab expansion project. Continue to market City-owned properties. Facilitate Valley Creek project. Make new convention center happen. Initiate discussion of a performing arts center.

Be proactive in economic development planning. Offer general support for a youth center.


Enhance Work Environment And Promote Employee Excellence

Encourage employee involvement in community activities. Expand training for employees. Continue to implement customer commitment program.

Continue employee incentive programs and ensure integration with customer commitment program. Maintain active safety program. Evaluate needs of diversification in the workplace. Develop proficiency in the use of the computer network and finance systems. Evaluate recruitment and hiring practices to ensure excellence.


Improve Intergovernmental Relations
Objectives:
Explore additional joint activities with the Clallam County, Port Angeles School District, Port of Port Angeles, Clallam County P.U.D., Clallam Transit System, Tribes, and other governmental agencies. Hold meetings with City boards or other governmental units each year.


Increase City Influence On State Legislation And U.S. Congress
Objectives:
Monitor proposed legislation to determine impact. Monitor national trends affecting city government. Communicate and seek the support and cooperation of other governmental units for legislative redress.

Protect power and water supply of industrial and domestic customers (Elwha Dam removal legislation). Systematically develop legislative priorities with AWC. Host meetings with local legislators. Increase involvement in timber and fish issues. Expand influence with state and federal agencies.

The goal of this website is to provide online access to utility account information, specific information about the services provided by your city government, general information about the City of Port Angeles and quick and easy ways to contact city staff for more assistance if ever necessary.
