BOARDS, COMMISSIONS & COMMITTEES

The City of Port Angeles has a variety of advisory boards, commissions, and committees appointed by the City Council. Over 60 citizens volunteer their time to serve the community by being members of one of these advisory groups.

CITY SEEKING APPLICANTS

Utility Advisory Committee (UAC)
One position for a community representative on the Utility Advisory Committee.

The Utility Advisory Committee (UAC) gives advisory recommendations to the City Council on matters relating to City utility policy and operation.  The Utility Advisory Committee is comprised of three City Council members, one industrial representative, one representing licensed care facilities, and two community representatives.

Members are appointed to four-year terms, with a limit of two consecutive terms. The candidate appointed to fill this position will serve until the term expires on February 28, 2014. 

Members shall be residents of the City, except the member representing the licensed care facilities need not be a City resident but must own or manage a licensed care facility in the City. The Utility Advisory Committee meets the second Tuesday of each month, at 3:00 p.m., in City Hall.

City logoBoard Of Adjustment
Two positions. Members of the Board of Adjustment review administrative decisions of the Community Development Director relating to the interpretation of land use ordinances and grant variances from provisions of zoning ordinances when the Board finds that an applicant is experiencing special hardship and circumstantial difficulties. Decisions of the Board are final and appealable only to Superior Court.

The five members are appointed to four-year terms, with a limit of two consecutive terms. Members shall be residents of the City. The Board meets the first Monday of each month, at 6:00 p.m., in the City Council Chambers at City Hall.

Civil Service Commission
One position to become vacant on or before December 31, 2013, to fulfill unexpired term until February 28, 2015. The Civil Service Commission investigates concerns and reports on all matters relating to enforcement and effect of these rules; hears and determines appeals or complaints on administrative work of Chief Examiner; and decides on disciplinary actions (when needed) for Civil Service employees of the City of Port Angeles.

Members are appointed to four-year terms, with a limit of two consecutive terms. No person shall be appointed a member of such Commission who is not a citizen of the United States, a resident of the City of Port Angeles for at least three years immediately preceding such appointment, and an elector of the County wherein he or she resides.

The Commission meets on the third Thursday of May, July, and October of each year (if needed), at 10:00 a.m., in City Hall.

BOARD OF ETHICS
Posted April 9, 2013 - The City of Port Angeles is accepting applications for the City's Board of Ethics.

The Board of Ethics shall be composed of members who are residents of the City, and represent a diverse set of backgrounds and interests. At least one member shall be a former judicial officer or have expertise in ethics acquired through education or experience. At least one other member shall have experience in municipal government. City employees are not eligible. Board members shall serve without compensation until December 31, 2014. Applications will be advertised at the beginning of every odd year.

After reviewing applications, considering additional information, and conducting interviews as the City Council deems appropriate, the City Council, by vote of supermajority, may approve those applicants eligible to serve on the Board. These applicants will then make up a pool of eligible members. Should an ethics complaint come forward, three members will be selected from the pool to serve as the Ethics Board for that particular complaint.

The Board's meetings shall be open to the public in accordance with the Open Public Meetings Act.

CONSTRUCTION CODE BOARD of APPEALS
The Construction Code Board of Appeals may review determinations made by the City's Building Official, Fire Chief, Electrical Inspector, or their designees, regarding the application and interpretation of construction codes adopted by the City of Port Angeles and other codes as may be designed by ordinance.

Members shall be qualified by experience and training to pass upon the matters set forth in PAMC 14.01.090. Members of the Board are appointed to four-year terms, with a limit of two consecutive terms. There is no requirement for the members to be City residents. The Board meets as needed.

 


LODGING TAX ADVISORY COMMITTEE
The Lodging Tax Advisory Committee is an advisory group that makes recommendations to the City Council on activities and/or facilities to be funded by lodging excise tax revenues. The committee has representatives who serve on behalf of activities funded by the lodging excise tax and also representatives who serve on behalf of those who collect the lodging excise tax.

Members serve in a volunteer capacity and shall be residents of the City or representatives of businesses within the City. Meetings are held on an as-needed basis.


PARKS, RECREATION & BEAUTIFICATION COMMISSION
Members of the Parks, Recreation & Beautification Commission give advisory recommendations to the City Council on all matters relating to parks, recreation and beautification; cooperate with and advise the Recreation Manager in the development and implementation of a comprehensive recreation program, a comprehensive park development program, beautification programs, and the general appearance of the City.

The Commission also has the power to accept for the City donations for parks and recreation purposes, and with Council consent, to accept real property for park purposes, with the City holding title. The Commission advises the Manager on the annual budget and cooperates with the Manager in resolving any problems or complaints arising from departmental programs or facilities.

The seven Commission members are appointed to four-year terms, with a limit of two consecutive terms. Members shall be residents of the City. Student representatives serve one-year terms. PLANNING COMMISSION
The Planning Commission acts as the City Council's hearing body and forwards recommendations to the City Council on land development actions that include preparation of the City's comprehensive plan, which is the framework for land development within the City, and zoning regulations.

The Planning Commission also has specific authority vested by the City Council to approve certain land use issues, such as conditional use permits and shoreline activities, with appeal to the City Council. Members shall be residents of the City.

Planning Commissioners are appointed to four-year terms, with a limit of two consecutive terms. Members shall be residents of the City. The Commission meets the second and fourth Wednesday of each month, at 6:00 p.m., in the City Council Chambers at City Hall.


PORT ANGELES FORWARD COMMITTEE
The Port Angeles Forward Committee is dedicated to creating a strong, economically and culturally vibrant community that will enhance the lives of our citizens through the following goals:
A.) Leverage private sector investment in Port Angeles;
B.) Facilitate input from stakeholders to create a consensus, strategy, and vision for development and implementation of a Port Angeles Forward Master Plan;
C.) Provide communication between stakeholders;
D.) Recommend actions to encourage private investment and stimulate the economy and livability of the community; and
E.) Identify and resolve barriers that hamper our ability to achieve committee goals.

Port Angeles Forward Committee is charged with the implementation of the local planning effort for the revitalization of downtown Port Angeles, which includes a community-wide consensus toward a conceptual plan and implementation strategy for future downtown development. Members need not be residents of the City. The Port Angeles Forward Committee meets the second Thursday of each month, at 7:30 a.m., in City Hall.


PUBLIC SAFETY ADVISORY BOARD
Members of the Public Safety Advisory Board advise and make recommendations to the City Manager, Chief of Police, and Fire Chief concerning the provision of public safety services within the City to enhance Police Department and Fire Department-community relations. The Board reviews and makes recommendations concerning Police and Fire Department policies, procedures, programs, accreditation standards, and budgetary implications; reviews the qualifications and performance of licensees under Chapter 5.08 of the Port Angeles Municipal Code; and promotes public awareness of the City's Police and Fire services and programs.

The Board shall consist of 12 members, who shall meet the following criteria, provided that a majority of the members shall be City residents:

A. All members shall either be City residents or work or attend school within the City;
B. At least two members shall be owners or managers of businesses located within the City;
C. One member shall be a representative from the Port Angeles School District #121.
D. At least one member shall be a high school student that is recommended by school administration.
E. One member shall be affiliated with an associated EMS agency that operates in the City of Port Angeles.
F. Other members shall be selected, to the extent feasible, to represent diverse segments of the community.
G. Eligibility shall not extend to defendants in any pending criminal matter before the courts nor to those individuals under active supervision by the Department of Corrections.
H. The Chief of Police and the Fire Chief shall serve as advisors to the Board.

It also holds public meetings from time to time to solicit public input regarding public safety services and programs; serves as a liaison between the Police and Fire Departments and the community; apprises the City Council, City Manager, Chief of Police and Fire Chief of the community's need for public safety services; and encourages individuals and community groups to assist in the police and fire programs and services, including the provision of funds, manpower and capital.

The Public Safety Advisory Board reviews and makes recommendations concerning such other and further matters as may be referred to the Board, from time to time, by the City Council, City Manager, Police Chief or Fire Chief; and reviews and makes recommendations regarding legislative changes affecting public safety services in Port Angeles. All members shall either be City residents or work or attend school within the City. The Board meets the 4th Tuesday of each month, at 6:00 p.m., at the Port Angeles Fire Hall.
