EASTERN URBAN GROWTH AREA SEWER MAIN PROJECT COMPLETED AND UNDER BUDGET August 13, 2009 - The Eastern Urban Growth Area (EUGA) of Port Angeles is the unincorporated area east of the Port Angeles City limits from Del Guzzi Drive east to Morse Creek. Realizing that providing basic sewer infrastructure into the EUGA would provide economic and environmental health benefits to both City and County residents, the City of Port Angeles and Clallam County worked in partnership to extend sanitary sewer services to properties located in the vicinity.
Extending the City's sanitary sewer system into the EUGA had been considered for over 20 years. The sewer system will enable commercial and residential property owners to realize the full economic potential of their property, while also resolving the environmental concerns of failing septic systems. Development potential was previously severely limited because space was needed to provide room for a septic tanks and drainfields. Environmental concerns from old and failing septic systems along critical areas, rivers, and other drainages, made it wise to plan and provide sewer service into this area.
Construction of the sanitary sewer system is the culmination of a constructive and mutually beneficial partnership between the City of Port Angeles and Clallam County that included resolution of future annexation issues, coordination of development standards, and an agreement to share tax revenues from new development.
The County agreed to fund the construction of the initial sewer line extension from its Opportunity and REET funds. The Opportunity Fund is designated for funding economic development projects and the County Real Estate Excise Tax (REET) fund is designated for capital projects. In turn, the City agreed to contract for the work, coordinate project construction and allow the system extension to be connected to the City wastewater treatment plant. The City will maintain and operate the system upon completion.
While the new sanitary sewer lines form the basic framework for expanding service to the EUGA, the system is by no means complete. A number of property owners have inquired about extending the sanitary sewer service to additional areas within the UGA. The City continues to work with a number of groups for additional sanitary sewer extensions designed by private engineers and funded as private projects. The additional sewer service will provide further expanded service to the UGA.
City Manager Kent Myers, "This is a great example of the City and County working together to facilitate economic development in an area that is positioned for growth over the next 5 to 10 years. The project is paying dividends already. New businesses are planning construction in the area and there are serious discussions for extending the new service by existing property owners. This project not only is encouraging new businesses but it is helping make better use of land."
Clallam County budgeted $6,000,000 for this project including engineering, inspections, and permits. Total project costs were $5,985,00 or approximately $15,000 less than the amount budgeted for the project. The sewer extension project provides long-term benefits to both City and County residents. INTRODUCTION
The City of Port Angeles and Clallam County have been working together to extend sewer services to properties located east of the city limits. Extension of the City sewer system into this area will benefit environmental, public health and economic development and provide long-term benefits to both City and County citizens.

The County funded the construction of the initial sewer line extension and the City has agreed to allow the system extension to be connected to its sewer treatment plant and to maintain and operate the system upon completion.
SIDE SEWER CONNECTIONS The City is still accepting request from property owners wishing to connect to the new sewer line. Some new side sewers have been constructed at the time the main line is constructed. The remaining side sewers will be installed at a later date.
It is not too late to request a side sewer connection. Information packets containing application forms are available at the Engineering Desk in the upstairs Engineering Office at City Hall or by contacting 360-417-4700.
